The objective of the procurement are blood cell-free DNA collection tubes. Blood cell-free DNA collection tubes requested in this call for tenders will be used by HUS Diagnostic Center, hereinafter referred to as the ''Client''. The blood collection tubes must be suitable to Vanadis NIPT (non-invasive prenatal testing), which is an CE-IVD marked test. The test is for examining chromosome aberrations of fetus. The blood collection tube to be procured is specified in IVD-process and is required by the equipment. Current annual consumption of blood cell-free DNA collection tubes used in HUS Diagnostic Center is approximately 20 000 per year. On the basis of international research data, the Client estimates that genetics methods should evolve and sample volumes may increase during the contract period. Given consumption is an estimation and there is no certainty about the increase in quantities. Thus, the projected quantities do not oblige the contracting entity to procure supplies that are different from the declared minimum quantity. The agreement period is in force for a fixed period of four (4) years, and thereafter until terminated. The estimated start time of the agreement period is at September-October 2024. The Client will select one (1) supplier with which it will enter into an agreement. The object of the procurement and the requirements pertaining to it are described in detail in the call for tenders and its appendices.

Menettelyn tärkeimmät piirteet:
The procurement follows the Act on Public Procurement and Concession Contracts (1397/2016, Procurement Act). The procurement exceeds the EU threshold value and the procurement procedure is a competitive negotiation procedure referred to in section 36 of the Act on Public Procurement and Concession Contracts. The procurement procedure is an open procedure. In the procurement, the final tenders are selected the basis of determining overall economic advantageousness. No compensation shall be paid to candidates or tenderers for the submission of a request to participate or tender, negotiation or other procedural involvement or related measures. PROCESSING OF TENDERS 1. The contracting entity opens, inspects and compares the final tenders. 2. The contracting entity shall requests and inspects the certificates and reports on the suitability of the winning tenderer. * 3. The contracting entity makes the procurement decision and informs all tenderers of the decision 4. The contracting entity makes the contract with the selected tenderer. * Under section 37 (5) of the Procurement Act, [final] tenders may be specified and clarified at the request of the contracting entity, provided that this does not lead to a change in the essential elements of the tenders or the procurement or threatens to discriminate against tenderers or distort competition. In addition, according to section 37 (6), at the request of the contracting entity, after comparing tenders, negotiations may be held with the best tenderer to finalize the financial commitments or other conditions in the tender, provided that this does not change the essential elements of the tender or procurement or threaten to discriminate against suppliers or distort competition. LANGUAGE OF THE PROCUREMENT PROCESS Main language in the procurement process is English. The procurement documents are available in English. Finnish language can be used in negotiations. If the candidate/tenderer needs the documents in another language, it is the candidates/tenderer's responsibility to translate the documents and cover the cost of translation. The requests to participate and and tenders must be written in English without exceptions. PARTIAL TENDERS No partial tenders will be accepted. PARALLEL TENDERS Parallel tenders are not allowed.
