Service Provider for the EU Funded Promotion Campaign in China

Ruokatieto Yhdistys ry. (also known as Finfood – Finnish Food Information) is an association that promotes Finnish food culture with around 300 members embracing all the companies that use the Produce of Finland label along with other organizations representing the Finnish food sector.
The purpose of the procurement procedure is to award a contract for the provision of services regarding the planning and implementation of an EU Funded Promotion Campaign in China (hereinafter referred as ‘Campaign’). The purpose of the Campaign is to promote European and Finnish dairy, pork, and poultry meat in China. The Purchaser is in the process of applying for the EU Funding and the service provider will assist the Purchaser in the EU fund/grant application. The estimated value and the budget for the promotional campaign is 3.000.000 of which approx. 2.500.000 EUR is reserved for actions performed by the service provider. The deadline for submitting the fund/grant application is the 20th of April 2023.
The Campaign is co-financed by the EU (Regulation 1144/2014, 2015/1829 and 2015/1831) with the aim to open up new market opportunities for EU food producers as well as help them build their existing dairy, pork, and poultry meat business in China. The main objective of the Campaign will be to increase the awareness, visibility, preference and sales of European and Finnish dairy products and pork, and poultry meat in China. The Campaign’s promotional and operative actions will aim at expanding the range of European and Finnish dairy products and pork, and poultry meat available via different distribution channels, especially via direct consumer sales and retail channels in China. The focus in China is given to Beijing, Shanghai, Chongqing, and Guangzhou.

Lyhyt kuvaus:

The Purchaser selects one (1) service provider for the planning and implementation of the above-mentioned Campaign together with the participating food industry companies. The amount of services to be supplied is an estimate and does not form an obligation for the Purchaser to buy that amount of services.

The actions are focused to B2C actions in Beijing, Shanghai, Chongqing, and Guangzhou in China.

The Purchaser expects a close and long-lasting partnership with the service provider, based on high mutual trust and confidentiality regarding the market information, company related information and operative planning, which is shared with the service provider. Confidentiality is regarding all material created during the cooperation, including but not limited to budgets and specific plans involved to the program.

The Contract commences from the dual signing of the Contract. After commencement, the Contract shall remain in force until terminated by the Purchaser or service provider on three (3) month's prior written notice to the other contract party in accordance with the draft agreement. The intended length of the campaign is three (3) years.

The continuation of the Contract is at all times conditional on receiving EU funding/grant for the promotion campaign. Should the EU fund/grant application be rejected or the grant agreement at any point and for any reason terminated, the Purchaser can terminate the Contract with immediate effect. In this case the Purchaser will pay the service provider the charges related to the Campaign for the work accomplished prior to the date of termination.

Because the compliance with the time limit prescribed in the Act on Public Procurement and Concession Contracts (1397/2016) Section 56 is not possible in practice, the tendering period will be 15 days.

Because of the strict time limits for submitting the fund/grant application, the procedure in this procurement must be accelerated. The Purchaser needs assistance from the service provider in the process of applying for the EU Funding, which means that the procurement decision and the contract with the service provider needs to be made well in advance before the deadline for submitting the fund/grant application. If the accelerated procedure was not used, there would be a significant risk that the procurement decision could not be made in time.
