The Finnish Financial Stability Authority

The object of the procurement is a secure electronic system for fixed income securities trading, financial market information, portfolio management and risk analytics. The contract term is continuous with a fixed initial period which shall not exceed 24 months (see below, "Duration"). The object of the procurement is described in more detail in the Invitation to tender (also called "Call for tenders) and its annexes. Hansel Ltd. acts in a consultative role in the procurement process.

The FFSA has decided to apply an accelerated procedure, as defined in Section 57 of the Finnish Act on Public Procurement and Concession Contracts (laki julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016)), to the procurement of the electronic trading system. This enables the FFSA to fulfill the decision of the DGF’s Board on launching Fund’s investment operations according to the updated schedule.

Quality assurance standard requirement:: The Tenderer has a certificate drawn up by internal audit or similar independent body attesting that the Tenderer complies with the required quality assurance standards in data and information security, such as ISO/IEC 27001 (information security management) or equivalent. The Tenderer is asked to confirm this in the Tender, section "Other terms of the call for tenders".

Providing access to a multilateral trading facility (MTF: The Tenderer confirms that the Electronic Trading System it offers is or provides access to a multilateral trading facility (MTF) as defined in Article 4 of the Directive 2014/65/EU (MiFID II) enabling the FFSA to access electronic trading of fixed income securities. The Tenderer is required to confirm the above and provide in the tender the name, country of incorporation and authorization information on the MTF it offers the access. See section "Other terms of the call for tenders" in the invitation to tender (call for tenders).

Suitability of the MTF: Tenderer is requested to confirm in the tender the following suitability requirements on the MTF it offers access to (see section "Other terms of the call for tenders"): - the MTF is suitable for the trading of EUR denominated fixed income instruments (“bonds”); - the variety of bonds available to trade in the MTF include, at minimum, instruments issued by governments, corporates, agencies and supranational entities; - the number of the bonds available to trade is, at minimum, 5,000; - the number of willing buyers and sellers on a continuous basis present in the MTF is, at minimum, 1,000.
