SUBJECT-MATTER OF THE PROCUREMENT The object of the procurement is described in more detail in the Call for tenders and its attachments, especially in the annex 1 "Description of the procurement". Fintraffic is tendering a national aggregated database service for multimodal mobility services, which primarily collects all compatible and validated interfaces of regular scheduled public transport and secondarily also other transport services and the travel information into one national consolidated and harmonized database. The database offers high-quality travel information in a standardized format, which different parties can use as part of their own service development. Standards relevant to this service are NeTEx (Nordic profile), Siri, GTFS with variations like RT. The procured service must include support for the harmonization and aggregation of travel information obtained from the interfaces/APIs, where a unique national traffic data material is collated from the operators' validated interfaces (an estimated number of 200 different APIs and/or data packages) without losing the quality elements of the mobility/travel data. The service must offer support for identifying duplicates in the authorities' and operators' materials and filtering/combining stop and route/service duplicates. The procurement is implemented as a SaaS service in such a way that the Supplier can provide a service that meets a description of the procurement and the criteria of a call for tenders, along with related support and maintenance services. The Parties may agree upon excluding hosting services from the provided Service. The Hosting price is in such cases deducted from the monthly charges. The software can be created during the deployment project or deployed as off-the-shelf software during the deployment project, if it meets the set minimum requirements. During the contract period, the technical solutions and functionalities of the service can be developed and changed in ways mutually agreed upon by the Supplier and the Client. CONTRACT PERIOD The contract period is estimated to start in early 2024. The contract is valid for a fixed period of 48 months from the signing of the contract, after which the contract will remain in force until further notice. SCOPE OF THE PROCUREMENT The estimated value of this procurement, calculated for a period of four years, is 1,000,000 (VAT 0%).

Economical standing and financial solvency: The tenderer's economical standing and financial solvency shall be sufficient enough to deliver the products and provide the services that are the subject matter of the contract. The tenderer's economical standing and financial solvency is considered sufficient if the tenderer's Risk Indicator of Dun & Bradstreet, Inc (D&B) is between 1-3. The tenderer's economical standing and financial solvency can also be assessed on the basis of the financial statements and/or other information provided on request and on the basis of a clearance obtained by the Fintraffic on its own initiative. The tenderer whose Risk Indicator of D&B is 4 or the tenderer whose economical standing and financial solvency is estimated to correspond to the D&B's Risk Indicator 4 is excluded from the procurement procedure. If the tender is submitted as a group, all the members of the group shall meet this requirement individually. If the tenderer relies on the capacities of other entities, all the entities shall meet this requirement individually.

References: The tenderer will have experience in the provision of the procured services for the last three (3) years from the deadline for receipt of tender. The requirements for the tenderer's experience related to the tenderer's technical and professional qualifications are set out in Annex C "References" (Excel form) to the Invitation to tender. The tenderer must meet all the mandatory reference requirements for the tenderer experience. The tenderer must complete the “References” form following the instructions and requirements set out therein. Tenderer's must download the References form as an annex to their tender. If the tender is made as a group, the members of the group may meet the requirement together. If a tenderer relies on the resources of other units (resource units) to meet the requirement, the tenderer, together with its resource units, may meet the requirement. The Contracting Authority will make an amendments to the ESPD-form and the following attachments: - Annex 4, Service Level Agreement AMENDED - Annex B Requirements AMENDED Annex 4, Service Level Agreement AMENDED will replace the previous annex 4, Service Level Agreement, and Annex B Requirements AMENDED will replace the previous annex B Requirements. In ESPD-forms section B: ECONOMIC AND FINANCIAL STANDING, the Contracting authority has specified the requirement as follows: “At the beginning of the contract period and during the contract period, the tenderer must have liability insurance for the provision of the service, the sum insured of which must be at least EUR 500,000 (five hundred thousand). The liability insurance shall cover at least damages to property and personal injuries. If the tender is made as a group, all members of the group must have liability insurance by this requirement.” In Annex 4, Service Level Agreement, the Contracting authority has removed next part from section 8.2 Resolution times: " The minimum number of incidents processed under one monitoring period is ten incidents (the monitoring period is one month). If the minimum amount is not reached, the incidents are transferred to the next reporting period, till the minimum amount is reached.” In Annex B, Requirements, the Contracting authority has removed the ID 2.16 "Service must include automated monitoring, which indicates the Supplier and the Client if theres a deviation in the service". With the amendment notice, the deadline for receiving tenders is postponed till and the aforementioned amended annexes are uploaded to the eTendering tool.
