Fingrid Oyj, the Finnish national power transmission system operator, is planning to build several new overhead transmission lines (OHTL) during 2022...2024. The lines will be designed and built for voltage levels 400 kV and 110 kV. The construction of OHTLs, including stringing of conductors, will be performed as turnkey contracts by specialized transmission line construction contractors employed separately by Fingrid. However, outside of these contracts is delivery of conductors, which Fingrid will procure by himself.
With this invitation to participate Fingrid Oyj is looking for capable and interested candidates to provide the needed conductors. In our operating model, the network of service and goods suppliers as well as good co-operation between different contractual partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impact of their operations.
The delivery of conductors including procurement of needed raw materials and/or semi-products, actual manufacturing and packing, factory acceptance testing and related documentation, all organizational work needed for logistics including transportation from factory up to unloading of conductor drums at the construction site warehouse shall be understood as one whole.
Tenderer's firm commitment to Fingrid's Supplier Code of Conduct (SCoC) is required.
During the this prequalification, Fingrid will arrange third party audits to manufacturing plants proposed by the applicant. These audits are arranged to check the practical dimensions of fulfilling the requirements of Fingrid’s Supplier Code of Conduct (SCoC) regarding primarily labor, wages&hours and health&safety, but also regarding management systems, environment and business practices. The first step from Applicant is to provide as soon as possible following manufacturing facility info to Fingrid:
- full name of the facility
- address of the facility
- number of employees at the facility
- contact person at the facility: name, phone number, e-mail address
This information shall be sent to Fingrid by Feb 28th, 2022.
Prequalification will be performed by Fingrid based on the information supplied by Applicants and findings of the a.m. third party audits.
As a result of the prequalification Fingrid will select Applicants who will be subsequently invited to submit commercial tenders. The Applicants that have shown their interest but are not selected for commercial phase will be informed. Before issuing the commercial tender enquiry Fingrid will arrange with each of the selected Applicants a clarification meeting to present detailed information on the scope and contents of the contract, requirements, award criteria etc.
Negotiated procedure will be applied in the procurement for this Contract. The procurement shall be in compliance with the regulations and procedure set forth in the Finnish legislation applicable for public procurements for energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016, as amended)).

Tenderer shall be reputable company and act as responsible member of society.
Tenderer shall be committed to Fingrid's Supplier Code of Conduct reflecting requirements on corporate social responsibility (CSR).
Tenderer shall have positive approach to corporate social responsibility (CSR). Possible findings of non-compliances with severity higher than "minor" in the third party audit shall be clarified and believable correction measures shall be defined and carried out.
Tenderer shall be an established and experienced manufacturer of conductors having needed manufacturing facilities and capacities.
Tenderer shall have experience in manufacturing of ACSR and AACSR conductors of types and sizes applicable to this enquiry.
Tenderer shall have experience in conductor deliveries to EU/EEA area.

Applicant's annual revenues in manufacturing business shall be at least 30 M€ and export business shall be at least 10 M€. The business shall be profitable and risks related to hedging of raw material costs and transportation costs managed.

Applicant's annual financial reports of three latest years shall be included.
A summary table including business revenue and EBITDA (= earnings before interest, tax, depreciation and amortization divided by total revenue) for last three years shall be included.
Applicant's insurance policy or information on how the Applicant would arrange as minimum transportation insurance in case of a contract shall be included.
The applicant shall be a creditable company having necessary financial capacity to carry out the deliveries needed in Fingrid's OHTL-projects. Required guarantees shall be issued by EU-based bank with credit rating of at least A2 (Moody’s Investors Service, A (S&P Global Ratings or A (Fitch Ratings). The Applicant shall verify its financial reliability by submitting a written commitment issued by reputable bank stating that bank commits to grant to the Applicant an extended Performance Guarantee of on first demand type (including warranty period of 2 years) for an amount equal to 1,0 M€ (not less than 10 % of the contract price), in case of contract.
At prequalification stage this statement can be issued also by a reputable bank outside EU assuming that the bank has had fluent business relations with the Applicant at least 3 years and can specify with which EU-based bank (maximum three alternatives fulfilling above mentioned credit ratings) the bank will issue the actual guarantees. Only those mentioned banks are further on allowed to be used for actual guarantees by the applicant.

Applicant shall have:
- substantial experience in manufacturing and delivery of ACSR and AACSR conductors,
- have in his own full control (including ownership) needed manufacturing capacities,
- have competent resources for design, manufacturing, testing, packing and logistics of conductors; these resources include both personnel and needed equipment.
As a proof of this
- Applicant's production records for 2020, 2021 shall be informed
- Applicant's production capacities (volumes and machinery) shall be informed with clear description of available manufacturing capacities, scope of own manufacturing, list of major raw material and semi-product suppliers and sub-suppliers
Applicant's process capability
The Applicant shall describe to what extent technical (dimensions, electrical & mechanical) characteristics of rods, wires and complete conductor are checked by measurements during normal manufacturing process (rod production, wire drawing, after stranding) and what kind of acceptance values are used (e.g variation, standard deviation). Such description shall be given also with number of samples/recordings for manufacturing of 100 km of ACSR Finch.
The Applicant shall describe what kind of data management system is in use to monitor and analyze data collected during manufacturing process. It shall be clearly stated whether this system is based on paper recordings only (not preferred) or computerized with easy access to historic data (preferred). In latter case a sample print-out shall be attached to the description to show how the process capability is monitored and evaluated.

A certificate and/or a description of the Applicant’s Quality Management System including technical quality assurance system. The Applicant shall have a Quality Management System complying preferably with ISO 9000 Series. The System shall apply to all activities, including tendering, contract management, design, procurement, manufacturing, inspection, testing and logistics. Systems used by the applicant covering also safety and environment issues shall be described.
