The Ministry for Foreign Affairs of Finland (MFA) is preparing a project aiming at a public-private-partnership with a real estate development company (the developer) that will finance, plan, construct and manage the residential portion of the new premises of the Embassy of Finland in Tokyo. MFA is seeking a legal advisor to assist the Embassy in various legal matters regarding the project.

The Ministry for Foreign Affairs of Finland (MFA) is preparing a project aiming at a public-private-partnership with a real estate development company (the developer) that will finance, plan, construct and manage the residential portion of the new premises of the Embassy of Finland in Tokyo. The company that will be awarded with the PPP contract after the procurement will plan and design the new premises in accordance with the specifications provided by the Ministry and the Embassy and will have the right to sell or rent residential units through a long, fixed-term ground lease.

MFA is seeking a legal advisor to assist the Embassy in various legal matters regarding the project. The main task of the legal advisor is to work with the Ministry’s other legal advisors and the MFA in real estate and construction-related legal matters from the local law (Japan) point of view, assist the MFA in various proceeding during the project such as procurement and negotiations and assist in contract drafting.

In addition, the scope may cover other tasks requiring expertise in local real estate and construction law that may arise in connection to the above mentioned.
The legal consultant will cooperate with the MFA’s staff, their legal and technical consultants and other relevant stakeholders of the project.
The proposed lawyers shall hold a degree in law and have experience in providing similar legal services in the field of real estate and construction law and contracting in Japan, preferably in Tokyo. Previous experience and past assignments regarding complex PPPs and lease agreements in high-end real estate projects are highly appreciated by the MFA.

The lawyers assigned to the project shall be fluent in English and in Japanese languages.
The estimated commencement date of the assignment is March 2022. The services will be acquired on on-demand basis.
