Framework Agreements for Decentralized Evaluations and Reviews cover different types of appraisals, evaluations and reviews carried out in different stages of development cooperation projects and programmes funded by Ministry for Foreign Affairs of Finland (MFA). Decentralized evaluations refer to project and programme evaluations financed and managed by MFA units and embassies responsible for country-specific or regional development cooperation projects and programmes.
The procurement is divided into two lots, which are:
- Lot 1: Evaluation and Management Services for Decentralized Evaluations and Reviews
- Lot 2: Evaluation Expert for Decentralized Evaluations and Reviews
In the lot 1, MFA is looking to contract well established and well resourced companies that are able to provide a complete set of specialized evaluation services. This means that the company is able to provide a Service Coordinator and a Deputy Service Coordinator to manage the services. The company has capacity, resources and networks to mobilize, contract and manage larger evaluation teams (approximately 2-6 experts) according to the assignment specific Service Orders.
Lot 2 is meant for small companies that have about 1-10 employees. The aim of MFA is to ensure that also these small companies have opportunity to provide services for the development cooperation evaluations.
The MFA estimates that
- most of the evaluations will be carried out within the lot 1,
- reviews and appraisals will be carried out within both lots 1 and 2.

In 2021, MFA carried out the procurement of programme planning services (Framework Agreement for Programme Planning, FAPP). In the contract notice of that procurement, there was stated: "The firm(s) entering into the FAPP, including Service Coordinator and Deputy Service Coordinator, are not eligible to tender for the framework agreement for decentralized evaluation services." Now, MFA is carrying out this procurement regarding Framework Agreement for Decentralized Evaluations and Reviews (FADER). MFA announces that it has reconsidered the exclusion criteria presented in the procurement of the FAPP. All evaluation must be impartial, independent and credible. Possible conflict of interests of a company/expert in relation with the programme in question or organizations involved can compromise the impartiality of the evaluation. Conflict of interest will always be assessed on case-by-case. However, the basic principle is that experts/companies cannot appraise or evaluate their own work. This means that experts/companies who have been involved in the planning phase of the programme (identification or formulation) cannot carry out the appraisal. Similarly, the experts/companies who have been part of the implementation cannot carry out the evaluation of the same programme. However, a company/expert that has been involved in the planning (identification or formulation) of a programme can, generally, carry out the evaluation of the implementation phase. Contrary to the exclusion criteria stated in the procurement of the FAPP, the firm(s) entered into the FAPP are able to participate in the procurement procedure of the FADER. However, the selected tenderers are allowed to carry out the FADER related assignments only within the aforementioned limits of conflict of interest.

The tenderer must name the key persons (Service Coordinator and Deputy Service Coordinator) in its tender.

The Service Coordinator will manage the evaluation processes and, when new mission is about to start, take care of proposing suitable alternatives for a Team Leader and other team members (Senior Evaluator / Team Leader, Evaluator, Emerging Evaluator and/or Local Evaluator). Please, see the annex 2 Terms of Reference (LOT 1) for more detailed information.

In this lot, the Framework Agreement will be concluded with 3 best tenderers.

In this lot,

- if the estimated value of the individual assignment is…

… 59.999 euros (VAT excluded) at most, the MFA can select any of the Service Providers that have responded that they are available and there is no conflict of interest, or

… 60.000 euros (VAT excluded) or more, the MFA will follow the ranking confirmed in the contract award decision.
