Now, MFA is carrying out this procurement regarding Framework Agreement for Decentralized Evaluations and Reviews (FADER).
MFA announces that it has reconsidered the exclusion criteria presented in the procurement of the FAPP.
All evaluation must be impartial, independent and credible. Possible conflict of interests of a company/expert in relation with the programme in question or organizations involved can compromise the impartiality of the evaluation. Conflict of interest will always be assessed on case-by-case. However, the basic principle is that experts/companies cannot appraise or evaluate their own work. This means that experts/companies who have been involved in the planning phase of the programme (identification or formulation) cannot carry out the appraisal. Similarly, the experts/companies who have been part of the implementation cannot carry out the evaluation of the same programme. However, a company/expert that has been involved in the planning (identification or formulation) of a programme can, generally, carry out the evaluation of the implementation phase.
Contrary to the exclusion criteria stated in the procurement of the FAPP, the firm(s) entered into the FAPP are able to participate in the procurement procedure of the FADER. However, the selected tenderers are allowed to carry out the FADER related assignments only within the aforementioned limits of conflict of interest.
