Ministry for Foreign Affairs of Finland (hereinafter “the Ministry” or "MFA") is preparing a project aiming at a public-private-partnership with a real estate development company (the developer) that will finance, plan, construct and manage the residential portion of the new premises of the Embassy of Finland in Tokyo. The company that will be awarded with the PPP contract after the procurement will plan and design the new premises in accordance with the specifications provided by the Ministry and the Embassy. MFA will sign a long, fixed-term ground lease with the developer that will entitle the company to lease or sell residential units occupying a portion of the new premises.

MFA is seeking a consultant to assist the MFA in preparing the bid requirements and specifications for the project. The main scope of the consultant is to
- draft the scope of the PPP framework with applicable commercial model
- review case studies of similar projects in Tokyo to help optimize the contract terms for MFA
- provide cost/benefit analysis for various options in the PPP business model
- draft the documents needed for the procurement, including a project plan and description of the entire project, service descriptions for services to be acquired from the PPP partner and other relevant materials
- assess, to the extent necessary, the value of the current embassy building and the land area,
- assess tenders and proposals submitted by the potential candidates,
- advise MFA in selecting the economically most advantageous tender
- consult MFA in commercially relevant matters during the performance of the PPP contract
- advise the Ministry in real estate market related matters in implementing decisions made during the project
In addition, the consultant will assist in procurement and contracting together with the MFAs legal advisors. The scope may also cover other tasks requiring expertise in local real estate market in Tokyo that may arise in connection to the above mentioned.

The consultant is expected to have excellent knowledge of real estate development, PPPs and drafting commercial documents for such projects, preferably in projects located in Tokyo, preferably with some experience on other embassy redevelopments
The consultant will cooperate with the Ministry’s staff, their technical and legal consultants, and other relevant stakeholders.
The consultant shall be fluent in Japanese and English.
All the services will be acquired on on-demand basis and the scope of each assignment will be defined in more detail.
The assignment will commence in March 2022 or as soon as the contract for acquiring the services has been signed. The services will be acquired on on-demand basis.
The specific content of the assignment(s) will be agreed during the negotiations and new tasks may be requested during the project.
