Ref: U.S. Department of Energy: ADMS is “a software platform capable of integrating current and emerging distribution utility data, measurement, and control applications, and utilizing real-time, spatial data of all connected devices, to manage and optimize distribution utility operations for improved reliability, resilience, efficiency, asset protection, and integration of distributed energy resources (DERs).”
Helen Electricity Network Ltd. is a subsidiary of Helen that focuses on electricity network operations by virtue of the Electricity Market Act. It is the responsible distribution system operator (DSO) in Helsinki serving over 400,000 customers. In terms of customer numbers, Helen Electricity Network Ltd is Finland’s third-largest company focusing on electricity distribution.
As Helsinki being the capital of Finland with governance offices and business headquarters there is a high customer demand for a reliable, high-quality supply. Today, the security of supply is outstanding as no less than 98% of electricity network runs underground, safe from the whims of weather. On average, a Helsinki resident has a power cut lasting 30 minutes only every ten years.
Technical key figures of the DSO:
• Over 400 000 customers (100 % smart meters)
• 2 600 MV/LV substations (30 % with secondary substation automation)
• 25 primary substations, 650 MV feeders
• 215 km HV (110 kV) lines
• 1 650 km MV (10 kV/20 kV) lines
• 4 600 km LV (400 V) lines
• 85 000 Low voltage (400 V) fuse switch disconnectors
• 35 000 Low voltage customer connection points
With this contract notice Helen asks tenderer Candidates to leave their applications for Candidate selection to receive an invitation to negotiate.
This contract notice is not a preliminary request for quotation. Preliminary quotations will be requested by Helen and those will be presented during the negotiation period by selected candidates only.

Please further note that the Contracting Authority will investigate (during the procurement phase) whether the Tenderer Candidate is considered as a Sanctioned Persons and / or Entity. In the event it is discovered that the Tenderer Candidate / Tenderer is considered as a Sanctioned Person and / or Entity, the Tenderer will not be awarded in this procurement and / or chosen as a Tenderer Candidate.

Only one tenderer will be rewarded with full Service Contract as the most advantageous quotation, that will be evaluated based on the life cycle cost of the Service Contract, Project implementation cost and optional hardware server cost all together.
In addition to the Cost also Quality will have impact on the Contract award. The evaluation will be made based on elements such as
Life-cycle cost - impact 70 %
Product merit and functional features - impact 20%
Project plan description and experience of the team impact - 10 %
The estimated length of the contract is all together estimated to be at least eight (8) years.
The final Request for Quotation will be set after the negotiation phase is over.

The Supplier shall comply with the provisions of the Act on Posting Workers (447/2016). IF there were posted workers, the Supplier shall set (before signing the contract) a representative in Finland, who shall have an address in Finland and who speaks Finnish. The features will be classified by Helen (classification naming subject to change). "Optional"- or "must have"- features will be defined during the negotiation process before the final Request for Quotation (RFQ) is set. Helen reserves the right to include features to the "must have"- list and to specification at any phase of the negotiation process in order to meet the combination of the best and the most advantageous ADMS solution. The best solution criteria will be defined and scored during the negotiation process and it will include such elements as 1. Proof of Concept (PoC) correspondence to Helen's requirement, 2. Number of "must have"- features in PoC and 3. Cost comparison of the "must have"- features.
Helen will present a list of "must have"- requirements for the preliminary quotations only to the Candidates who will be selected to the negotiation process. The Candidate(s), who shall not meet the "must have" specification will be dropped off from the event during the negotiation process. The ideal situation is that the final RFQ will be set to three (3) Candidates.
Helen is requesting a Proof of Concept (PoC) to be presented during ne negotiation process. The Candidate must meet the minimum requirements that Helen will set to the successfull PoC. The final RFQ may be set only to the Candidates who will pass the PoC successfully. It is up to Helen to define, whether the PoC will be handled remotely or on-site at the Candidate's, or third party premises.
In addition to the NDA, the Candidate must meet Helen's data processing agreement (DPA), and regulated GDPR at any phase.
Helen will not charge, nor reward any costs of the negotiation process. Helen may also suspend the procurement process at any time.
