GENERAL
Fingrid Oyj, the Finnish national transmission system operator, is initiating this procurement process for 400 kV 400 MVA ester oil filled system transformers with the intended delivery between years 2024-2028 for existing and new substations in Finland. Preliminary first delivery is estimated to be in fall 2024.

With this invitation to participate Fingrid is looking for capable and interested candidates to provide the needed power transformers. In our operating model, the network of services and good suppliers as well as good co-operation between different contractual partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impact of their operations.

The delivery of power transformers, including all needed transportation and erections, will be performed as turnkey deliveries. The transformer deliveries will be separate from the substation construction projects performed by other contractors, however, there is a need to coordinate the delivery of power transformers with the construction work at site.

DELIVERY
Delivery of one 410/120/21kV 400 MVA synthetic ester oil filled power transformer including:
- Manufacturing of transformers with fittings and accessories and
- Testing
All necessary logistics e.g.
- Sea transportation to Finland,
- Loading on the railway truck in the port, reloading on the road truck and transport to the site. The Supplier may choose the means and route of transportation.
- All organizational work needed for logistics: arrangement of transportation from factory to site, customs clearance and forwarding
- Unloading on the foundation
Erection, testing and commissioning at site.
Preliminary 410/120/21 kV, 400 MVA ester oil filled transformer specification is attached to this prequalification (see attachment specification S22341EX Preliminary Ester oil Transformer 400 MVA )
Delivery locations are preliminary and may be altered during the procurement process. Detailed schedules shall be given at a later stage of the procedure. See attachment "Preliminary Delivery locations".
PRELIMINARY SCHEDULE OF THE PROCUREMENT
Fingrid will use the negotiated procedure for this procurement of power transformers.
The negotiated procedure will tentatively go as follows. Fingrid, however, reserves all rights to revise and edit the schedule during the process.

APPLICATIONS AND THEIR EVALUATION (Pre-Qualification)
All candidates, who have submitted the application within the set deadline and who meet the minimum requirements set for the candidate’s eligibility will be selected to the negotiated procedure. Tentatively week 31.
INVITATION TO NEGOTIATE
Material for the negotiations shall be sent to all participants after the Pre-Qualification decision.
NEGOTIATIONS
Short negotiations with all selected candidates will take place tentatively during week 32. The purpose of the negotiations is to clarify technical issues and answer any open questions. All Candidates shall be provided with the answers to questions of common relevance. There will be only one round of negotiations before the Final Call For Tenders.
