Business Finland Oy

Business Finland Oy is looking for a lead agency based in Europe for its international PR and media relations work (the international PR and media relations work currently excludes DACH).
Business Finland Oy has a need for dynamic PR and media relations services for trade promotion as well as investment and talent attraction in named industries internationally (please see Appendix 1). The aim of the PR and media relations services is to secure the most impactful earned media coverage for Finland’s expertise and Knowhow. The coverage needs to be in defined industries and media outlets through active PR and media relations work. Targets are set annually for the results of the PR and media relations work. The work is done in cooperation with Business Finland’s PR professionals (currently in Helsinki).

The legislation concerning the public procurement is applied to the procurement. The procurement will take place in compliance with the Act on Public Procurement and Concession Contracts (1397/2016). The contract concerns a public service procurement that exceeds the EU threshold value. The contract will be awarded through an accelerated negotiated procedure (34–35 § and 57 § of the Act on Public Procurement and Concession Contracts (1397/2016)). A negotiated procedure is necessary as the contract cannot be awarded without prior negotiations, due to specific circumstances related to its nature, complexity, legal and financial form, and due to the risks pertaining thereto.

An accelerated negotiated procedure is necessary due to urgency of the procurement. Due to a sudden and unexpected decrease in human resources, Business Finland has less personnel for international PR and media work than what was expected. Therefore Business Finland is forced to urgently outsource international PR and media work.
