The service will be carried out for 1 year starting immediately after signing the contract. There is a possibility for an optional extension of 3 years. In Annex 1 (TOR), Chapter 4 (Resource Mobilization) there was an incorrect reference to Manual for Bilateral Programmes ‘also in Themes/sectors relevant in Finland´s development cooperations as identified in Manual for Bilateral Programmes (2018) https://um.fi/publications/-/asset_publisher/TVOLgBmLyZvu/content/manual-for-bilateral-programmes.’ The correct reference is also in themes/sectors relevant in Finland's development cooperation, as identified in the four priorities of the Finnish development cooperation (https://um.fi/goals-and-principles-of-finland-s-development-policy). TOR is corrected accordingly. References given in the ESPD-form must be dated no later than five (5) years before the tender submission date. The call for tenders is corrected accordingly.

Ministry for Foreign Affairs of Finland, Unit for Administrative and Legal Development Cooperation Matters requested tenders for providing Programme Planning service as detailed in the Invitation to tender and in its Annexes.

The objective of the tendered service is to provide management and implementation of programme planning for bilateral development cooperation. The purpose of the Framework Agreement for Programme Planning (FAPP) is to combine the procurement of pre-identification, identification and formulation phases and procure all the required services from one service provider, in the form of a framework agreement.

The length of the Framework Agreement is one year followed by optional extension of 3 years (not calendar years).

The total estimated framework value is a maximum of 5 million euros (excl. VAT) for 4 years, including option years.
