The procurement concerns arrival baggage handling system for the extension of Helsinki Airport to be executed during the years 2019-2023. The procurement consist seven (7) arrival reclaim carousel including them feeding lines, steel works and structures and with other related peripheral devices/systems as well as one (1) departure Super out of gauge (SOOG)-line equipped with integrated conventional X-ray unit and two (2) arrival Out-of-gauge (OOG)-lines.
The delivery includes designing, manufacturing, shipment, installation, training and start-up of the baggage handling systems.
The procured carousels are Flat-type carousels and they are designed for airport use. Feeding lines to carousels are belt type conveyors. The procurement contains also firedoors on feeding lines and security shutters, low level control system including SCADA remote monitoring system and other relevant interfaces and functionalities.
On-site installations as well as commissioning will be carried out in multiple phases which are adapted to phasing of the construction. All the phases are planned to take place in period between 1/2022-5/2023.
The successful implementation of the procurement requires cooperation with terminal 2 building contractors executing the expansion contract of the Terminal 2.

The contracting authority requires participants to return the non-disclosure undertaking signed and e-mailed to the e-mail set in the notice. The procurement documentation are available only against a duly filled-in and signed non-disclosure undertaking. The NDU form is available in Tarjouspalvelu for registered users. Upon receipt of the signed NDU, the contracting authority provides a link to a secure download location, from where the tenderer may download the entire material. Links will be provided from 8 February 2021 onward.
The contract award procedure is conducted through a negotiated procedure in compliance with the Finnish Act on Public Contracts and Concessions by contracting authorities in the Water, Energy, Transport and Postal Services Sector (1398/2016).
The procurement process is initially planned to proceed according to the following timetable (dates in dd.mm.), which the contracting authority reserves the right to amend:
15.2.: Deadline for questions regarding the invitation to participate via Supplier Portal;
17.2.: Answers given via Supplier Portal;
26.2.: Submissions deadline for request to participate;
5.3.: Selection of the candidates and invitations to negotiations;
8.3.-19.3.: First negotiations

The selected tenderers might be requested to fill out a written questionnaire before the negotiations.
In the first negotiation the tenderers are invited to provide feedback, comments and suggestions for possible improvement of the preliminary Invitation to Tender documentation. If necessary, the contracting authority may request clarification of the bidders' feedback, comments and suggestions either in writing (including e-mail) or in person. The contracting authority may invite the Tenderers to several rounds of negotiations, if deemed necessary by the contracting authority.

The negotiations shall be conducted in English.
