Doping Sample Analyzing Services
Suomen Hippos ry
The subject matter of the contract concerns analyzing services of biological samples of racehorses for research of prohibited substances. The contracting authority collects and delivers the samples and sends them to service provider for analyzing. Service provider analyze the samples to search for prohibited substances. After analyzing the samples, service provider reports the results back to the contracting authority. Specified requirements for the content of the services are described in the invitation to tender and its appendices. Tenderer shall also store and destroy the samples as described in the invitation to tender and its appendices.

Tenderer commits to store the samples sent by the contracting authority. Negative samples shall be stored for 3 months and positive samples for 12 months. Tenderer commits to destroy the samples as follows:
1) negative samples within 9 months after the storage period of 3 months;
2) positive samples within a working week after the storage period of 12 months.

Lyhyt kuvaus:
Tenderer analyze the samples to search for prohibited substances as given in ILAC-G7. Cobalt analysis has to be included. Tenderer commits to report the testing results by email to the Contracting authority.
Tenderer commits to conform following requirements in the service production:
1) Tenderer shall conform with the Guide for establishing the presence of prohibited substances (Part B of ILACG7);
2) Tenderer shall meet Performance specification of the International Federation of Horseracing Authorities;
3) Tenderer shall take part in interlaboratory comparisons (clause 5.9(b) of ISO/IEC 17025:2005).
Uudistusten kuvaus:
The contract period is four (4) years. After that the contract is valid until further notice.

The requirement concerning the use of possible subcontractors has been amended so that possible subcontractors do not have to be approved by the UET.
In the appendix n:o 3 of the invitation to tender it was specified that the possible subcontractors must be accredited according to ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories, and to supplementary document ILACG7, Accredidation requirements and operating criteria for horseracing laboratories. This requirement has been amended so that possible subcontractors must be accredited only according to ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories. Thus, possible subcontractors do not have to be accredited according to the supplementary document ILACG7.
Appendix n:o 3 has been repaired as mentioned above.
The time limit for submitting the tenders has been extended.
