Yle is the finnish territorial rightsholder for The Tokyo 2020 Olympic Games. Yle will have an extensive coverage from the games with base in Yle Helsinki studios. The objective for this procurement is to acquire a support, development and service provider for Yle regarding the olympic games. The final production will happen in Finland with Yle owned equipment and resources.
The requested services in this call for tenders is for Yle operation in Tokyo IBC Olympic TV centre.
Yle does not have own assets for this IBC technical equipment including system integration with all integration work involved from detail planning to installation and maintenance. Main equipment supplier will be Lawo GmbH as technical development project. This equipment batch consists of V-Matrix units, Arista switches and other A and V line equipment. Yle personnel will be the operative personnel and all programming operations is on Yle.
The requested services must be a turnkey service.

Yle search for service provider to act as the provider of certain multilateral and unilateral production facilities and related services in the name of Yle.
Yle’s goal is a production facility with equipment, planning, onsite setup, onsite maintenance, onsite support and derigg done by the supplier in this tender. Also freight to test setup in Finland, freight to IBC and back to supplier is on the supplier.

In such cases where the offered equipment is more unknown to Yle personnel operative training will be needed. Persons involved per topic would be 3-5. This operative training must be included in the tender.
Yle search a production facility for receiving, routing, processing and finally sending to Helsinki both video and audio signals obtained from Host and from own sources. Yle takes care of the transmission equipment and telecom capacity. Yle's supplier Lawo will include V-matrix units, V_remote and A_Mic8 units as interface units and Arista switches for broadcast IP network.

In addition to this routing and conversion Yle also request 3 edit suites with Avid Composer connected to an Avid Nexis/Isis storage server as the facility's editing capacity.

Kelpoisuus harjoittaa ammattitoimintaa:
The tenderer shall be registered in the professional or trade register of its domicile country, if the tenderer is obligated to register to these registers according to its domicile country’s national law.
If later requested, the tenderer shall provide relevant certificates (company registration document).
If the tenderer is a group, these requirements shall be met by all its members individually — except the required turn over, which can be met by summing together the turnovers of all the members of the group.
If subcontractors are substantially participating the service, they must meet these requirements individually.

Vähimmäistaso(t):
Sufficient turnover: the tenderer's turnover for the latest accounting period must be minimum 800 000 EUR (eight hundred thousand euros).
Sufficient credit rating: the tenderer must have a minimum credit rating (credit worthiness) A, according to credit rating system AAA, the highest, to B, the lowest, rated by well known and established credit rating agency. If the tenderer’s rating cannot be found, the tenderer’s situation will be evaluated through the last 3 audited financial statements and/or another similar statement. A tenderer whose credit rating is C, shall be excluded from the competitive bidding. A tenderer, whose rating is B, may be excluded, if the tenderer does not provide with a surety obligation, warranted by its parent company or group, covering the contractual obligations in full. The surety obligation is required to be attached to the tender and the company acting as surety is required to fulfil the above-mentioned requirement regarding the financial situation (at the minimum ‘A’ or credit rating 1-3). In the event the tenderer is a group, all the group members are required to fulfil the said requirement.

The purpose of this agreement is to specify the terms and conditions under which Yle may order certain services from service provider during the term of this Agreement in case the Tokyo 2020 Olympic Games are organized in 2021 and if Yle still is the licence holder of the media rights of the Olympics in Tokyo, Japan. It is expressly understood and agreed that Yle makes no commitment to order any products or services. For avoidance of doubt it is agreed that the Parties shall agree in written prior taking any actions due to this Agreement. Yle has arranged a public procurement process for procurement of certain services in connection with broadcasting the Olympics and the service provider has been selected by Yle based on the competitive bidding as a the provider of such services on a non-exclusive basis. After the public procurement process, the World Health Organisation has formally declared the Covid-19 a pandemic and the Tokyo 2020 Olympic Games are postponed until further notice by the International Olympic Committee (‘IOC’).
