The object of the procurement is array slides, reagents, consumables and software in the array-CGH process for constitutional and cancer diagnostics.

Quality and price comparison is described in the attachments 5 quality comparison and 1 products and price list.
The goods tendered must fulfill the absolute minimum requirements and other definitions at the least, as specified in the materials for the call for tenders.
Tendering for category 3 is only allowed for tenderers who also tender for category 1, 2A + 2B or both.
Tendering for category 4 is only allowed for tenderers who also tender for category 1. Category 4 will not be compared.
The contract of procurement is fixed-term for the first two (2) years.
After 2 years, it will become non-fixed-term.
The contract period begins when both parties have signed the contract.

Tendering

Tenderers for categories 1, 2A + 2B or both must also offer all products listed in category 3, which the tenderer is able to offer.

Tenderers for category 1 must also offer any additional Interpretation software(s) listed in category 4, which the tenderer is able to offer and which are compatible with the protocol used in the HUS laboratory at the time of this tendering (can be chargeable).

Tenderers for category 3 must also offer category 1, category 2A + 2B or both.

Tenderers for category 4 must also offer category 1.

Category 4 is not compared. Category 4 is an option for the contracting unit: the procurement contract with the successful tenderer of category 1 may be amended so that the contracting unit also procures the product in category 4 if the contracting unit chooses so.

Alternative and parallel tender offers

Alternative tender offers are not allowed. Parallel tender offers are allowed. If the tenderer makes a parallel tender offer, it must be done so it meets all the requirements for the call for tenders and includes all the attachments required. A parallel tender offer is always its own separate tender offer. It is allowed to submit a maximum of three parallel tender offers per category.

Subcontracting

The tenderer may use subcontractors. The tenderer is fully responsible for the work of their subcontractor to the procurement unit. The procurement unit will sign the contract only with the company responsible for the tender offer.

Any subcontractors used in the procurement execution must be named. Of the named subcontractors, the following information must be provided:

— the official name of the subcontracting business and its business ID,

— the role of the subcontractor in the procurement,

— contact information (incl. country if not Finland).

The information on the subcontractor must be provided on a separate attachment, which must be included in the tender offer and must be named ‘Information on the subcontractor’. Any named subcontractors will be treated as a resource of the tenderer. Therefore, the tenderer must be able to ensure that the subcontractors named in the tender offer will be available for the procurement execution, should the tenderer be chosen.

The chosen tenderer must provide all the certificates and reports specified in this form on all the subcontractors participating in the providing of the service before the contract of procurement can be signed.

Group of tenderers

It is allowed to make a tender offer as a group of tenderers.

The group must be able to decide on a single organisation who will handle all communications between the group and HUS Logistics by the signing of the contract. However, all the members of the group will be signing the contract and will be jointly responsible for all of the responsibilities of the contract. Therefore, the group must commit to all of the members named in the tender offer being available for the procurement execution, should the collective be chosen. The aforementioned commitment is particularly binding, because the resources of all the members of the group and the information provided on them determines whether the group meets the qualification requirements. The following information on the group must be provided:

— all of the member organisations,

— the official name and the Business ID,

— the roles of the members of the group in the procurement

— contact information (incl. country if not Finland),

— a description of how the group is organised.

Information on how the communication with the contracting unit will be handled.

The information on the group of tenderers must be provided on a separate attachment, which must be included in the tender offer and must be named ‘Information on the group of tenderers’.

Procurement of array slides, reagents, consumables, and software in the array-CGH process for constitutional and cancer diagnostics for the Genetics laboratory of the HUS Diagnostic Center. The call for tenders "Procurement of array slides, reagents, consumables, and software in the array-CGH process for constitutional and cancer diagnostics" was published on 5 April 2020. The procurement was divided into four parts, and contracts on the procurement were concluded with two selected suppliers (contract award notice published on 29 October 2020).

The contract period is two (2) years, after which the contract remains valid until further notice.

Following the tender, it has been established that the array product selection is to be extended to exome-wide studies as well as to studies targeting neuromuscular diseases and, as a result, three products will be added to the contract concluded between the HUS Diagnostic Center and Oxford Gene Technology.
