The objective of this procurement is to obtain a modern, scalable, flexible and mobile solution for electronic monitoring (electronic monitoring system, EMS) for the use of Criminal Sanctions Agency (CSA) e.g. prison and probation service in Finland.

The procurement covers the electronic monitoring system including the required monitoring equipment, the required logistic and maintenance services, the development services, optional mobile software for offenders, licenses and required training and instructions in Finnish or English. The procurement covers also the delivery and deployment project of the EMS.

The objective is to deploy the electronic monitoring system, including positioning and tracking capability, indoor monitoring capability, monitoring devices and a map view accessible via workstations and mobile devices in Finland by March 2021. Deployment stage will end in all prisons and units latest at the end of May 2021.

Kelpoisuus harjoittaa ammattitoimintaa:
1) An acceptable ESPD-form
— no mandatory or discretionary exclusion criteria found as mentioned in the Act on Public Procurement and Concession Contracts (L1397/2016) sections 80 and 81,
— financial characteristics i.e. minimum turnover requirements and credit rating level (as stated in the ESPD-form and in this invitation to participate), and
— adequate indemnity insurance (as stated in the ESPD-form and in this invitation to participate).
2) Qualifications and experience. The supplier must meet the mandatory reference requirements set in this invitation to participate section ‘Other terms and conditions’;
3) A preliminary descriptions for the EMS solution and its architecture. The requirements for the descriptions are listed in the ‘Procurement object criteria’ of this invitation of participate.

According to the Act on Public Procurement and Concession Contracts (L1397/2016) section…
… 125, a public procurement procedure may be suspended only for real and justifiable reasons.
… 2 second paragraph, contracting entities shall endeavour to arrange their procurement operations so that procurements can be implemented with optimal economy, quality and orderliness, taking advantage of existing competitive conditions.
The contracting entity has estimated that insufficient competition has arisen at the request to participate stage. The procurement procedure was at an early stage and no negotiations have taken place and no tenders have been submitted by the candidates. Based on the legislation, there is a justifiable reason for the suspension of the procurement. Suspending the procurement does not discriminate any candidate.
