Veikkaus is planning to replace the existing 3 sales terminals with one new terminal. The number of the POS is falling, which is why Veikkaus intends to purchase approximately 4 500 sales terminal units. All other indications of purchase volumes are only estimations and shall not be considered obliging for Veikkaus.
Veikkaus rebuilds and combines the POS sales services into their own electron sales application (TAPPI), which will be implemented into new terminals. Veikkaus is looking for new sustainable and operational gaming sales terminals and peripherals, together with their management SaaS, as well as turnkey services for the whole life cycle of the point-of-sales devices and services.
An important business goal for Veikkaus is to always buy devices and their supporting services as turnkey solutions for Veikkaus' software development staff and other experts. Through this EU-wide procurement, Veikkaus wants to build a longer-term contract and partnership for the continuous improvement and innovation of their POS sales.

This call for competition includes the following purchase options:
Terminal Management Service (SaaS) for the remote monitoring and management of the devices including the following:
Terminal platform software management via terminal management system:
— the updates of the operating and systems software according to the jointly prepared management plan that take into account the handling of both critical needs for updates and less urgent updates,
— security vulnerability mitigation processes: monitoring and update methods,
— regular installations of information security patches.
Tenderers must include the purchase options in their tender; partial tenders are not accepted.
The purchase option means that Veikkaus has an option of purchasing the tendered option but is not under obligation to do so.

Veikkaus has decided to remove Service Level Requirements (Annex 4) from the content of the call for competition with the following specifications:
— the minimum level/requirements for the service level and other similar requirements for the service in the finalised agreement shall be based on the criticality class 1 (normal) stipulated in Criticality and service Level Classification (Annex 5) of the call for competition;
— moreover, regarding compensation model for the negotiable service level requirement document shall follow the same principles as the currently stated compensation model in Service Level Requirements (Annex 4) with the exception that the calculative parameters (‘service hours’ – time frame and availability percentage) shall be based on the aforesaid criticality class 1 (normal) stipulated in Criticality and Service Level Classification (Annex 5),
— Veikkaus seeks, in similar services as the current subject matter of the call for competition, such service level that is generally used in the industry. Veikkaus shall agree on the specifics of level and details of service level with the selected tenderer before signing the agreement based on the aforesaid;
— all current references in the procurement documentation to Service Level Requirements (Annex 4) shall be considered as references to the negotiable service level requirements document. Otherwise, the numbering of Annexes to this call for competition is not changed;
— tenderers must take the stated requirement in Criticality and Service Level Classification (Annex 5) into consideration when leaving their tenders. By submitting its tender, the tenderer accepts to at least such service level that fulfils the requirements set for the criticality class 1 (normal).
