Ministry for Foreign Affairs of Finland, Unit for Development Evaluation (hereinafter referred to as ‘Contracting Authority’ or ‘MFA’) requests your tenders for providing evaluation management service (hereinafter referred to as ‘the Service’ or ‘EMS’) as detailed in this invitation to tender and in its Annexes. Please refer to Annex 1 ‘Terms of Reference’ for a more detailed description of the object of the contract.

Geographical area: Helsinki, Finland
Duration: Total foreseen duration of the contract is of 4 years, of which years 3 and 4 are subject to optional extension of the contract and satisfactory performance.
Total framework contract value:
The principal user of the service is the Development Evaluation Unit (EVA-11) of the MFA. Pursuant to the provisions put forth in the framework agreement (incl. annexes) also other units of MFA are allowed to use the service in the contract period.
The total estimated framework value is 5 000 000 EUR for 4 years. The share of centralized evaluations and help desk services commissioned by the unit of development evaluation is approximately 4 000 000 EUR, of which the invoicing during 1.6.2020-31.12.2020 should not exceed 600 000 EUR (excl. other units than EVA-11). With the permission of the contracting authority, the framework contract conditions and personnel may be applicable for and used by other MFA units for major decentralized evaluations (i.e. excluding project evaluations) that correspond to the expertise offered by the selected service provider. The services ordered and paid for by other units will not affect the value of the contract to be signed between EVA-11 and the service provider. The value of such services commissioned by other units of the MFA is approximately 1 000 000 EUR.

MFA reserves the right to use other service providers for any specific evaluation if need so requires.
The detailed evaluation budget and the consultation days required in each of the categories will be specified in each of the evaluation or help desk service orders.
Lots are not acceptable.
Variants are not acceptable.
Any tenderer may bid independently or use sub-contractors. Group of tenderers may also form a consortium. In such a case, all members of consortium are juridically and economically responsible for the services and all members must fill in the ESPD form. In case of a consortium, one member shall be nominated as the lead company coordinating the tender and representing the consortium in contractual terms.

The contracting authority selects 1 service provider and concludes a contract with that service provider. The amount of services to be supplied is an estimate and does not form an obligation for the contracting authority to buy that amount of services.

The maximum contract period is 4 years. The contract period starts from the signing of the contract, earliest 1.6.2020. The period includes an optional extension for 1 + 1 years (years 3 and 4) of service. Any extension of the contract will be subject to satisfactory performance by the contractor. The contracting authority is entitled but not obliged to utilizing the optional periods.
