Finnish electricity transmission operator Fingrid Oyj has during the past 4 years modernized its data management by renewing data warehousing and reporting capabilities towards more self service oriented approach. These modern self service capabilities enable and encourage end users design and deploy reports and analyses from data sets on their own.
Fingrid is now looking for data catalog solution that enables Fingrid's internal end users to discover data and related meta data from data stores and reports with a possibility to see the data lineage and link to business glossary.

The object of procurement is a data catalog solution, which enables end user to discover data assets and reuse data, reports, queries and other metadata from Fingrid's reporting systems and data warehouse but also from various other data sources including but not limited to data from business applications. System should have intelligent search functionalities and community features to support information sharing within the company.
The object of procurement is described in the appendices mentioned below. The details of the object of procurement will be specified at the negotiation stage.
The procurement unit won't be committed to minimum purchase amounts or deadlines in the procurement.

Fingrid wishes to discuss the possibility for a maintenance and license agreement, which would encompass a one-year-period including a possible option to continue the agreement after the first term of agreement (one (1) year) has expired. Fingrid reserves all rights to specify this information regarding the agreement and possible options in the preliminary call for tender and final call for tender.

Up to three (3) candidates will be selected for the negotiated procedure process among the candidates who have submitted the application and who meet the minimum requirements for the candidate’s eligibility.
If there are more than three (3) candidates meeting the minimum criteria set in this invitation to tender, the candidates will be selected by comparing the specific points received for the references. Up to three (3) candidates with the highest scores will be selected.

Before the negotiations, Fingrid reserve its right based on its sole discretion to provide the tenderers with preliminary call for tenders and a preliminary specification for the technical requirements. Upon completion of the negotiations, the contracting entity shall request a binding tender from the tenderers based on the discussions and the negotiated terms and conditions.
Making an application, an offer or participating in the procurement in other ways will not be compensated to the companies. Procurement documents related to the procurement are available in English. If the company wants the documents in another language, the company is responsible for the translation and the costs involved. The procurement is carried out in English.
The conduct of the negotiated procedure is following:

Applications for participation.
Week 28
Verification and comparison of the applications. Selection of the candidates for the negotiations.
July
Submission of negotiating invitations and a preliminary call for tenders to those selected for the negotiations.
August Submission of preliminary tenders.
Negotiations on the basis of the preliminary tenders and preliminary call for tenders.
September
Pilot/PoC with those candidates selected for the negotiations.
October
Submission of the final call for tenders to the tenderers participating in the negotiations.
Submission of the binding tenders.
Verification and comparison of the tenders, procurement decision and notification of the decision.
November
Contract for the procurement.
Fingrid reserves the right to change the process and/or the timetable of the negotiated procedure or terminate the procurement at its own discretion. The above mentioned procedure is indicative.
Negotiation invitations will tentatively be submitted to the candidates and the initial negotiation period will be during August/September.
Fingrid negotiates separately with each candidate. Negotiations and Pilot/PoC requires signing of an NDA and agreement regarding the processing of personal data.
During the negotiations, the call for tenders with its appendices will be further developed and the agreement including terms and conditions specified. The candidates should be well prepared to the negotiations by reading up on the tendering material sent to the candidate before the negotiations and sending the preliminary tenders by the proposed time schedule.
The negotiations may cover the following issues:
— the objectives for both parties (at the start of the negotiations),
— contents of the procurement,
— pricing criteria,
— contractual issues,
— technical specifications,
— implemention schedules and
— Pilot/PoC of the solution that allows Fingrid users to test the solution during weeks 35-40.
Fingrid will inform the candidates of the end of the negotiation round. Upon completion of the negotiations, Fingrid will update the preliminary call for tenders on the basis of the negotiations and aims to send a final call for tenders to the tenderers in October 2020. Binding tenders must be submitted according to the final call for tenders, estimated in October 2020.
Before the tenders are compared, Fingrid will check the compliance with the tender specifications. Tenders that are not compliant with the specifications shall be excluded from the tender comparison. Compliant tenders will be evaluated in accordance with the criteria indicated in the call for tenders. Fingrid aims to make selection of the provider in October 2020.
Fingrid reserves the right not to choose any of the submitted tenders and/or call off the procurement process.
