Object and objective of the procurement
The current operation and maintenance contract of the Fleet will expire approximately in June 2021. The objective of the condition inspections of the Fleet is to ensure that the maintenance of the Fleet has been implemented with high quality in accordance with the instructions and maintenance plan.
Implementation and scope of the inspections
The condition inspections of the Fleet will be performed according to the preliminary plan as follows:
The selected service provider shall carry out the first condition inspection in June 2020, when 5 train units will be inspected. The objective of the first inspection is among others:
— mapping the general condition of the Fleet,
— defining and detailing the scope of inspection of the entire Fleet, to be carried out in 2021 i.e. objects of the inspection,
— defining more detailed reporting practices for the extensive inspection of the entire Fleet to ensure that reporting is as efficient as possible.
The second condition inspection will commence approximately 3 months before the end of the current operation and maintenance contract. In the second condition inspection all 81 train units will be inspected before they are transferred to the new operation and maintenance contract.
The exact scope, number of the train units to be inspected and pricing model of the condition inspection of the Fleet will be specified in detail during the negotiated procedure. However, the starting point for the sought service is that the condition inspection of one train unit will last maximum 8 hours. The condition inspection of the Fleet will be performed at a maintenance stand of Helsinki depot where, among others, the inspection of the roof and underframe of the train unit can be carried out.
Product of the inspection services/inspections
As product of the condition inspections, the selected service provider shall prepare an inspection report per train unit that shows the results of the inspection as well as possible findings and shortcomings. A more detailed content of the inspection report will be defined during the negotiated procedure.
Fleet
The condition inspections are performed on Sm5 train units (81 train units) owned by Junakalusto Oy. The technical description of the train units can be found on the web site:

— date of putting in service,
— mileage (by 31.1.2020).
