The negotiation procedure
Yle invites you to the negotiated procedure with this invitation to participate.
All the candidates that meet the set requirements will be chosen to the negotiations. Requirements and selection criteria for the selection of candidates are described in this invitation to participate. The set minimum (mandatory) requirements are not negotiable. Yle may compare and select a preliminary tender without negotiation, if one or more of the preliminary tenders fulfill all the preliminary mandatory requirements.
Yle is looking for one (1) contracting party to make an agreement. The agreement enters into force on the latest date of signature by the contracting parties and shall continue to be in force until terminated by either contracting party.
The procurement procedure is described in detail in the invitation to participate section ‘Additional information on the procurement procedure’.

Yle has a large archive of old films that need to be digitised with original production quality. Yle will do the digitisation in-house. However, Yle’s current film scanner is soon obsolete. Therefore, Yle is procuring a new film scanner.

The Tenderer is required to offer the following components and services:

1) Film scanner:

Candidates must offer an archive film scanner that suits Yle’s needs and matches at minimum the mandatory requirements. The solution must include all needed hardware (excluding standard workstations and virtualisable servers), software, firmware, licences/user rights and similar. These must be included in the prices given in the pricing sheet.

2) Implementation:

The candidate is responsible for installing and configuring the archive film scanner. The candidate works under Yle’s supervision and is responsible for giving training to Yle personnel.

3) Support, maintenance and development:

The candidate will be responsible for support, maintenance and development services.

The agreement enters into force on the latest date of signature by the contracting parties and shall continue to be in force until terminated by either contracting party. The termination is described in detail in the Pre-Appendix 6 ‘Agreement’.
