Object of procurement is a teletext system, inclusive of system’s installation, training and support. The current Teletext system in use is based on the Softel-Cyclone platform, but our current technical solution is outdated. At this point Yle is looking technical solution to must support all the functionalities of the current system. The new system must be able to run in parallel (i.e. cascade connection) with the existing Cyclone system (Grass Valley, former SOFTEL) during a transition period. This means that moving, copying and exchange of teletext-pages can take place between the 2 systems, without risk of omitted updating, disruptions or otherwise in the Teletext available.

Lyhyt kuvaus:
Finnish Broadcasting Company, ‘Yle’, invites you to take part in a tender competition of a Teletext production solution. Yle is looking for a new system to manage and operate various Teletext production processes. Processes are going to be managed and monitored end-to-end basis and degree of process automation is expected to increase to improve the efficiency while also enabling controlled manual user tasks. Comprehensive file and metadata management capabilities, flexible system integrations and high-end process automation and management functionalities are the foundation for the planned system. Procurement procedure will be a open procedure. The requirements and objectives concerning the services and the tenderer are described in detail in the call for tenders appendices. Yle plans to follow the following schedule:

— mid August 2019: Proof of Concept (PoC) in Helsinki for potential systems,
— early September 2019: selection of the solution,
— mid September 2019: contract,
— mid October 2019: start of the installation and testing of integrations,
— December 2019: testing period,
— January 2020: solution in full production.

The tenderers economic standing and financial solvency shall be sufficiently stable to provide the customer with the delivery including the contract. Please see the requirements set in the ESPD form and below. If the tenderer is a group, the requirements shall be met by all its members individually — except the required turnover, which can be met by summing together the turnovers of all the members of the group. If requested, the tenderer shall provide relevant certificates.
