Second-level Support on Media Logistics System

Yle procured a media logistic solution (TransMedia Dynamics’s Mediaflex®-UMS) during late 2018. The solution includes Graymeta Iris Player that is integrated to Mediaflex®-UMS. The implementation project for the new solution will start during 2019. With this call for tenders, Yle is procuring second-level support, maintenance and development services for the new media logistic solution (Mediaflex®-UMS) and its integrations. The services may also be extended to other solutions used in media logistics. It is mandatory for tenderers to offer the service also for Telestream Vantage and Interra Baton Enterprise. The services are commenced when the first implementation project phase completes. The scope of the services will then gradually increase after each of the subsequent implementation project phases. Yle may require the chosen service provider to also take an assisting role in the implementation project.

Yle organized the tender competition for procuring a new media logistic during late 2018. TransMedia Dynamics was declared as the winner with Mediaflex®-UMS solution. The solution includes Graymeta Iris Player that is integrated to Mediaflex®UMS. This procurement covers second-level support, maintenance and development services that Yle needs for Mediaflex®-UMS. The services may be extended also to other media logistics solutions that are: Telestream Vantage, Harmonic Carbon, FFmpeg, Minnetonka AudioTools, Interra Baton Enterprise, IRT MXF Analyzer and Dalet Amberfin Dark. It is mandatory for tenderers to offer the service also for Telestream Vantage and Interra Baton Enterprise in minimum. Yle will decide later if the services are extended to any of the other media logistic solutions. The second-level level service provider provides the 3 services described in high level below:

— coordination of media logistic partners: the second-level service provider is responsible for organising the needed support from other Yle partners in media logistics,

— 2nd level support, maintenance and development: the 2nd level service provider is responsible for providing support, development and maintenance services for Mediaflex®-UMS and its integrations. Yle may decided to extend the service to other solutions in media logistics,

— project support: the 2nd level service provider will support the Mediaflex®-UMS implementation project, although the solution provider (transmedia dynamics) will be responsible for the implementation. The tenderers economic standing and financial solvency shall be sufficiently stable to provide the customer with the deliveries including the contract. Please see the requirements set in the ESPD form and below. If the tenderer is a group, the requirements shall be met by all its members individually — except the required turnover, which can be met by summing together the turnovers of all the members of the group. If requested, the tenderer shall provide relevant certificates.

Finnish Broadcasting Company has decided to suspend this procurement procedure. No tenders were received by the deadline 2.5.2019 for submission of tenders. According to Finnish Act on Public Procurement and Concession Contracts (1397/2016), Section 125, a procurement procurement may be suspended for a real and legitimate reason. It has been accepted in legal praxis to suspend the procedure if none acceptable tender is received, in which case the Contracting Authority is not in a position to compare prices or other characteristics of various tenders in order to award the contract. In order to ensure sufficient competition, Yle suspends the procurement procedure.

Coordination of media logistic partners: the second-level service provider is responsible for organising the needed support from other Yle partners in media logistics.

Second- level support, maintenance and development: The second level service provider is responsible for providing support, development and maintenance services for Mediaflex®-UMS and its integrations. Yle may decided to extend the service to other solutions in media logistics.

Project support: The second level service provider will support the Mediaflex®-UMS implementation project, although the Solution Provider (TransMedia Dynamics) will be responsible for the implementation.
