Helen Ltd

Helen Ltd is constructing a Bio Heat Plant with a fuel heat input of 220 MW. The main fuel will be wood based biomass. The procurement consists of a biomass boiler plant based on Circulating Fluidized Bed (CFB) technology, flue gas condensing plant, auxiliary equipment and boiler house. The procurement consists of 2 parts, which may be quoted as following:
— Alternative A (parts quoted separately):
1) Boiler Plant;
2) Flue Gas Condensing Plant.
— Alternative B (parts quoted together): boiler plant and flue gas condensing plant.
The candidate may send the application to tender for part 1 or/and part 2. The candidate may send the application for alternative B but must then apply and tender for both parts 1 and 2, too. The candidate shall fulfill the requirements for parts 1 and 2 to be qualified for alternative B. The supplier or suppliers will be chosen in the final evaluation. The economically most advantageous quotation or combination of the quotations will be chosen.

Part 1. Boiler plant: This procurement consists of a district heating boiler plant with CHP reservation based on circulating fluidized bed (CFB) combustion technology with auxiliary systems including boiler house. Main fuel will be woody biomass.

Part 2. Flue gas condensing plant: this procurement consists of a flue gas condensing (FGC) Plant including a flue gas condenser, combustion air humidifier with needed auxiliary systems and equipment and condensate cleaning system to produce demineralized makeup water for boiler and makeup water for district heating network.

Alternative B: parts 1 and 2 together. Boiler plant and flue gas condensing plant: this procurement consists of a district heating boiler plant with CHP reservation based on circulating fluidized bed (CFB) combustion technology with auxiliary systems including boiler house as well as a flue gas condensing (FGC) Plant including a flue gas condenser, combustion air humidifier with needed auxiliary systems and equipment and condensate cleaning system to produce demineralized makeup water for boiler and makeup water for district heating network. Main fuel will be woody biomass.

Kesto: 34 kuukautta

1) Agglomeration and corrosion prevention additive storage and feeding system;

2) Superheater materials suitable for 10 % SRF combustion in boiler;

3) Strategic spare parts Flue Gas Condensing Plant:

1) Flue gas condense building incl. HVAC;

2) Strategic spare parts.

Kelpoisuus harjoittaa ammattitoimintaa:

The supplier shall, before the agreement is signed, give following valid documents (no older than 3 months) in Finnish or in English:

1) Extract from the Trade Register or relevant verification acc. to the tenderer's local legislation;

2) A certificate of taxes paid from the supplier's local tax authority or an account that a payment agreement has been made on overdue tax payments;

3) Certificates of pension insurance and payment of pension insurance premiums or an account that a payment agreement has been made on overdue pension payments;

4) A description of the collective agreement used;

5) Copy of the occupational injury insurance;

6) A description of occupational health care (see websites: https://www.tilaajavastuu.fi/en/act-on-the-contractors-obligations-and-liability-when-work-is-contracted-out/). The supplier shall comply with the provisions of the Act on Posting Workers (447/2016). IF there were posted workers, the supplier shall set (before signing the contract) a representative in Finland, who shall have an address in Finland and who speaks Finnish. The supplier shall deliver (before singing the contract) among others certificates of accident and pension insurances of the posted workers working at the purchaser´s site in Finland.

The tenderer candidate shall have sufficient economical and financial conditions to accomplish the project described in this EU announcement. The tenderer candidate shall have rating class according to Suomen Asiakastieto Oy (if available) at least A+ or it will be considered same according to financial statement analysis of last two (2) fiscal period. The tenderer candidate who has rating C or similar acc. to financial statement analysis shall be disqualified. The tenderer candidate who has rating A or B or similar acc. to financial statement analysis may be disqualified. The tenderer candidate shall have liability insurance. Objektiiviset kriteerit rajoitetun ehdokasjoukon valitsemiseksi:

Part 2. Flue gas condensing plant: the candidate shall meet all minimum requirements as defined in the Invitation to Participate. Should there be more than three (3) candidates who meet the minimum requirements for part 2 (Flue Gas Condensing Plant), the Contracting Authority may shortlist and reduce the number of candidates, however so that tender enquiry documentation will be send to a minimum of three (3) candidates. In case there are more than 3 candidates who meet the minimum requirements, the Contracting Authority shall compare the candidates’ extra references and score them according to the attached reference table of this Invitation to Participate. At least 3 candidates receiving the most points shall be invited to submit preliminary tenders. Please see attached Reference table for "Flue Gas Condensing Plant" for further information (Please note: there are 2 sheets to fulfill: minimum references and shortlisting references).
