Veikkaus Ltd.
Veikkaus invites tenderers to submit a tender for professional gaming chips. The gaming chips will be used in Veikkaus' gaming locations, arcades and casinos in Finland. The Contracting Authority will make a Framework Agreement with one (1) supplier. In addition, Veikkaus will choose one supplier as a reserve. The agreement period shall commence on signing of the agreement and shall be permanent. The agreement may be terminated after one (1) year earliest with a term of notice of six (6) months.

Gaming chips under this procurement must be produced for professional use and must be of high quality. Offered gaming chips must be new. Material, coloring and other details must be perfect and free from defects. During the agreement period, if defected gaming chips are found they shall be replaced by the supplier without additional cost. Estimated amount of gaming chips and plaques to be procured during the first 4 years is roughly 140 000 units. The Contracting Authority will purchase gaming chips in necessary quantities, but the minimum quantity per order is 300 chips. The minimum quantity per order for plaques is 50 units. Tenderer is not allowed to sell Veikkaus gaming chips to any other party. Gaming chips with Veikkaus logo shall not be kept in supplier's storage without Contracting Authority's approval. During the agreement period the Contracting Authority orders gaming chips according to its needs. The Contracting Authority is not obliged to buy a certain amount of gaming chips during the agreement period. Total amounts mentioned in this invitation to tender are estimates and not binding the Contracting Authority. The agreement does not give an exclusive right to the supplier to deliver gaming chips to the Contracting Authority.

Framework agreement will be made with one supplier and all the central terms are being agreed so that according to the Finnish Act on Public Contracts and Concessions (1397/2016) and its legal praxis (KHO 6710/2017) such agreement shall be truly considered as normal procurement contract where the limit of four year contract period does not apply.
