The purchaser will select to the bidding competition at least 3 tenderers who meet the criteria of references stated on this invitation to participate (see ‘Other terms and conditions’, References). The reference criteria and scoring of selecting the tender candidates are described on the Appendix 1. If there were less than 3 acceptable tender candidates who meet the criteria of references, the purchaser will select those (1-2) tender candidates who meet the criteria of references.

The designed heat pump unit has to meet following requirements:

— refrigerant R1234ze,

— as high heating capacity as possible,

— maximum dimensions of the unit 20 m x 10 m x 8 m (length x width x height) approximately,

— maximum heating outlet temperature ≥ 95 ºC,

— sewage water to evaporator approved compressor type: turbo compressor.

The heat pump unit shall be designed so that:

(a) inlet temperature of sewage water to evaporator varies between + 6-20 ºC;

(b) inlet temperature of district heating water to condenser varies between + 37-60 ºC.

The above mentioned temperatures will be specified in the final request for tender. The tenderer candidate which offers to take part in this development project as the designer shall also be the manufacturer of the heat pump. The heat pump unit as a whole with all of the parts and appliances must meet the obligatory EU directives, and their manufacturing shall follow EU-standards. The manufacturer shall present CE acceptance with declaration of conformity for the heat pump unit they deliver. The designing work will be done between September and December 2019. As an outcome of this design work the the tenderer candidate shall present binding final tender for supply of the designed heat pump unit. The final tender shall be presented by January 2020. According to the current schedule the purchaser will decide on pursuance of the investment by March 2020.

Preliminary schedule for execution:

— heat pump delivered to installation site 4/2022,

— heat pump commissioned 11/2022,

— heat pump’s test run done and unit ready for operation 4/2023,

— heat pump’s guaranteed values measured 5/2023.

The design and production of the heat pump unit in the scope of this supply is one technical entity which cannot be divided into lots.

Kelpoisuus harjoittaa ammattitoimintaa:

The supplier shall, before the agreement is signed, give following valid documents (no older than 3 months) in Finnish or in English:

1) Extract from the trade register or relevant verification acc. to the tenderer's local legislation;

2) A certificate of taxes paid from the supplier's local tax authority or an account that a payment agreement has been made on overdue tax payments;

3) Certificates of pension insurance and payment of pension insurance premiums or an account that a payment agreement has been made on overdue pension payments;

4) A description of the collective agreement used;

5) Copy of the occupational injury insurance;

6) A description of occupational health care (see websites: https://www.tilaajavastuu.fi/en/act-on-the-contractors-obligations-and-liability-when-work-is-contracted-out/).

The supplier shall comply with the provisions of the Act on Posting Workers (447/2016). If there were posted workers, the supplier shall set (before signing the contract) a representative in Finland, who shall have an address in Finland and who speaks Finnish. The supplier shall deliver (before singing the contract) among others certificates of accident and pension insurances of the posted workers working at the purchaser's site in Finland.

The tenderer candidate shall have sufficient economical and financial conditions to accomplish the project described in this EU announcement. The tenderer candidate shall have rating class according to Suomen Asiakastieto Oy (if available) at least A+ or it will be considered same according to financial statement analysis of last two (2) fiscal period. The tenderer candidate who has rating C or similar acc. to financial statement analysis shall be disqualified. The tenderer candidate who has rating A or B or similar acc. to financial statement analysis may be disqualified. The tenderer candidate shall have liability insurance. See ‘Other terms of the call for tenders’.

Furthermore, the tenderer candidate is required to clarify the relationships between the consortium parties, nominate the consortium party responsible for management and to specify the responsibilities between the consortium parties in carrying out the contract.
