Aalto is currently lacking a comprehensive platform for service provisioning and process automation. Current services are split between a variety of platforms, some of them deprecated and in need of replacement. Aalto does not have a holistic view of the student or faculty lifecycle. This has an impact on student engagement, study progress, and staff retention. To simplify the service provisioning landscape, Aalto is looking for a mainly web-based platform (SaaS) to serve a wide variety of needs, including in particular:

— a device and platform independent service provisioning tool capable of process automation, customization of user-specific front ends and interfaces, usage of artificial intelligence in customer experience,

— a platform enabling a 360-degree view into the full lifecycle of our different customer groups, including students and faculty,

— a coherent data architecture taking into account the special needs of the university environment, including standard roles set in a university environment,

— flexible integration capabilities,

— analytics capabilities (e.g. student marketing, study progress),

— student satisfaction metrics,

— process development Aalto intention is to procure a solid service platform from a technology provider that is capable to provide both product support for its own digital product and support development insight for Aalto’s strategic ambitions and vision within its product suite. The object of procurement is described in more detail in Appendix O1 Subject matter of the procurement. The Contracting Authority selects one (1) service provider and concludes a contract with that service provider. The service provider may also be a consortium or a group of tenderers. The contract period starts from signing the contract and is valid until further notice. The conditions will be specified during the negotiations.

The procurement will take place in compliance with the Act on Public Procurement and Concession Contracts (1397/2016). The negotiated procedure is used in the procurement because the contract cannot be awarded without prior negotiations due to:

1) The needs of the Contracting Authority cannot be met without adapting existing solutions;

2) The procurement includes design or innovative solutions; and

3) The procurement has specific circumstances related to its nature, complexity, legal and financial form, and because of the risks pertaining thereto. The Contracting Authority will select tenderers among the candidates who request to participate (see more detail and the selection criteria as stated in the procurement documents). The Contracting Authority may wholly or partially interrupt the procurement procedure for legitimate and justifiable reason (Act on Public Procurement and Concession Contracts, Section 125). The documents of the procurement are available in English. All the appendices and preliminary invitation to tender represents preliminary views of the Contracting Authority and the documents shall be amended and clarified during the procurement process. Should the tenderer wish to obtain the tender documents in another language, he must himself arrange for their translation and bear the costs thus incurred. No compensation will be payed to companies for preparation a request to participate, a tender, presentation or otherwise taking part in the procedure. The customer has utilized following experts in preparing the instructions to the request to participate:

— PTCServices Oy/Kaisa Mäkinen,

— PTCServices Oy/Uttrang Thor-Touch,

— KPMG/Anu Ukonmaanaho.

The experts of the company mentioned above are unable to act as candidate’s or tenderer’s advisor in the project during the competitive bidding.
