The scope of supply is one (1) heat pump unit equipped with a turbo compressor designed and dimensioned as follows: Refrigerant R134a. The heat pump unit shall be designed so that:

a) the outlet temperature of sewage water can be minimum + 2,5 ºC when the inlet temperature of sewage water to evaporator varies between + 6…20 ºC,

b) at the same time the heat pump unit must be able to produce district heating water at a maximum temperature of + 88 ºC, when the inlet temperature of district heating water to condenser varies between + 37…65 ºC. The above mentioned temperatures will be specified in the final Request for Tender. Maximum dimensions of the heat pump unit: 14 m x 8 m x 6 m (length x width x height). Condenser: Required minimum heating capacity 18 MW. Tube material carbon steel. Evaporator: Required cooling capacity in the magnitude of 12 MW. Dimensioning and materials suitable for a direct connection to purified sewage circuit, evaporator circuit equipped with a ball cleaning system. Tube material CuNi. Electric motor: Maximum allowable power 6,8 MW. The Supplier must present references of previous deliveries similar to this procurement. The scope of supply must be fully completed with test runs done by summer 2021. The schedule will be defined more closely at the later stage of the bidding competition. Availability of service: The Supplier must be able to have an independent service at the heat pump station no later than within 48 hours after receiving a call from the Client. This is essential from the standpoint of minimizing losses due to the production shutdown. The heat pump unit in the scope of this procurement is one technical entity which cannot be divided into lots.

Kelpoisuus harjoittaa ammattitoimintaa:

The Supplier shall, before the agreement is signed, give following valid documents (no older than 3 months) in Finnish or in English:

1) extract from the Trade Register or relevant verification according to the tenderer's local legislation;

2) a certificate of taxes paid from the supplier's local tax authority or an account that a payment agreement has been made on overdue tax payments;

3) certificates of pension insurance and payment of pension insurance premiums or an account that a payment agreement has been made on overdue pension payments;

4) a description of the collective agreement used 5. copy of the occupational injury insurance;

6) a description of occupational health care (see websites: https://www.tilaajavastuu.fi/en/act-on-the-contractors-obligations-and-liability-when-work-is-contracted-out/).

The Supplier shall comply with the provisions of the Act on Posting Workers (447/2016). IF there were posted workers, the Supplier shall set (before signing the contract) a representative in Finland, who shall have an address in Finland and who speaks Finnish. The Supplier shall deliver (before singing the contract) among others certificates of accident and pension insurances of the posted workers working at the purchaser's site in Finland.

In a case that a Tenderer Candidate is participating as a consortium, the tenderer must establish that the requirements concerning economical and financial situation, technical capacity, professional competency as well as the other requirements provided on this announcement are fulfilled. Furthermore, the Tenderer Candidate is required to clarify the relationships between the consortium parties, nominate the consortium party responsible for management and to specify the responsibilities between the consortium parties in carrying out the contract.
