Flue gas condensing and condensate purification plant

Keravan Lämpövoima Oy is planning to build a new flue gas condensing and condensate purification plant (FGC plant). The FGC plant is intended to be built to the existing CHP plant (Myllykorventie 20, Kerava, Finland) which is firing mainly woody biomass and milled peat. The fuel input of the power plant is about 80MW.
The heat from flue gas condensation will be utilized in heating the district heating water. The flue gas condensate is purified and utilized as plant make-up water (potable water quality).
The procurement covers design, materials and structures, equipment, erection, testing and commissioning of the flue gas condensation and condensate purification plant as defined in the procurement documents ("Turn-key-delivery").
Additionally the contracting authority reserves the right to procure options as defined in the contract notice.
The procurement is conditional, there is no investment decision made for execution of the procurement yet.

In case of any amendments to the contract notice documents required, the amendments will be submitted to the candidates who have informed their email. The candidate is responsible for all his costs which originate in preparing the application or the tender and taking part to the procurement, despite the procurement results. The application for participation (request to participate) shall be done by filling the application form in appendix 1. The candidate shall give all information as specified and required in the appendix 1. The application for participation (request to participate) including all appendices shall be submitted by the time limit to the email address panu.vilmi@sweco.fi. The procurement estimated value which may have been specified in the chapter II 2.6) is an estimate and in no way binding to the contracting authority. ESPD form (appendix 2.1) includes only the mandatory exclusion grounds. Conditions for the economical/technical suitability which the candidate is required to fulfill are specified in the appendix 3. The candidate shall submit all the reports required to verify the fulfillment of the economical/technical suitability requirements (appendix 3). Keravan Lämpövoima Oy is planning to build a new flue gas condensing and condensate purification plant (FGC plant) for district heat production to existing CHP plant in Kerava, Finland.
The power plant uses wood chips and milled peat as main fuel.
The delivery consist of design, materials and equipment, erection and building works, supervision, testing, commissioning and training. The scope of delivery is e.g.:
— flue gas scrubbing/condensing equipment,
— duct works and modifications from existing flue gas duct to flue gas condenser and to the stack including needed dampers etc.,
— modification of existing recirculation gas duct,
— condensate cooling and purification equipment,
— condensate reject feeding line to the boiler and/or line to sewer and/or reject drying/filtering equipment and/or space reservation for them,
— building works (foundations by the contracting entity) for flue gas condensing and condensate purification and other equipment included in the delivery,
— automation and instrumentation of the plant,
— electrification of the plant,
— spare parts,
— documentation required during the project execution as design documents and progress reports,
— documentation and training required for the FGC plant operation and service,
— modifications to the existing duct works etc. required to connect the delivery to the existing plant,
— Option 1; new inner liner to the existing stack (new stack if modification of the existing would not be realistic),
— Option 2; continuous emission monitoring system
— Option 3; dehydration/filtering press for reject water
The candidate should note that the technical concept will be discussed in the negotiations and thus the delivery may change based on the outcome of the negotiations.
