The object of the procurement is a fully outsourced and hosted portfolio management service that produces back office service, reporting, collateral management and accounting of VER's entire investment portfolio. The portfolio management system will be operated by the selected service provider and portfolio data shall be extended to VER through client interface. VER makes the investment decisions. Back office will co-operate closely with VER's middle office. The service may also include risk management / analysis tool.

The contract period is planned to commence in February 2018. The notification of final award decision does not create a procurement agreement, but a written agreement signed by both parties is required. The service is planned to commence as of 1 December 2018 after the implementation phase. The contract will be in force until further notice.

Lyhyt kuvaus:
VER is acquiring a fully outsourced and hosted portfolio management service that produces back office service, reporting, collateral management and accounting of VER's entire investment portfolio. VER makes all the investment decisions and executes trades in-house. Back office will co-operate closely with VER's Middle Office in trade support functions e.g. trade instruction, monitoring, settlement and reconciliation. Collateral management will be an essential part of the back office service. The portfolio management system as part of the service will be operated by the selected service provider and portfolio data shall be extended to VER through client interface. The selected service provider shall be responsible for all parts of the system and the service, including any third party software and services deployed therein. Portfolio reporting will include performance and risk measurement, attribution and appraisal as well as daily operational reporting. Portfolio accounting shall be done by service provider who shall deliver required accounting material to VER's outsourced accounting provider. VER is looking for a straight-through-processing (STP) solution and expects the service provider to build connectivities to all third party systems that are relevant for VER's investment activities. The service may also include risk management / analysis tool.

Kelpoisuus harjoittaa ammattitoimintaa:
Candidate shall satisfy all the detailed
eligibility requirements related to economic and financial standing and technical and professional qualifications set for candidates in Section 7.3 of the attached Invitation to submit request to participate.
In addition, the exclusion criteria in the ESPD-form may not apply to the candidate.
Candidate who do not satisfy the requirements or which gives essentially incorrect information or which does not submit requested information in timely manner will be excluded from the procurement procedure.

Objektiiviset kriteerit rajoitetun ehdokasjoukon valitsemiseksi:
The number of tenderers will be limited since the competitive tendering will be implemented by means of competitive procedure with negotiation. Carrying out negotiations with an unlimited number of tenderers would make the imlementation of the competitive tendering remarkably difficult. In case there will be more than five (5) candidates fullfilling the requirements, the contracting authority will compare the request to participate and select the tenderers to be invited to negotiations applying the criteria in section 8 ‘Selection of tenderers for the competitive procedure with negotiation’ of the Invitation to submit request to participate.

Nopeutettu menettely:
Section 57 of the Act (allowing the contracting authority to shorten the time limit for submission of requests to participate) will be applied since applying of the standard time period for submission of requests to participate is in practice impossible due to the urgency caused by a need to initiate the implementation of the service as early in the beginning of 2018 as possible. The current contract period will end at the end of 2018 and the implementation period is expected to take approximately one year in order to be completed properly.

The contracting authority has answered the questions sent to it in accordance with the procedure described in Section 6.1 of the Invitation to submit request to participate. The QA will be sent to parties requesting it by sending an email to VER-kilpailutus@ver.fi Simultaneously Section 7.1 of the Invitation to submit request to participate has been amended as follows: ‘A request to participate (and tenders) shall be drafted in English language. Annexes 3, 5, 6 and 7 may also be in Finnish.’ [Annexes 5 and 6 have been added.] The second sentence in Section 8, subsection 1.1 of the Invitation to submit request to participate has been amended as follows: ‘A candidate with 5 references in total receives 9 points, a candidate with 4 references in total receives 6 points and a candidate with 3 references in total receives 3 points.’ [Typing error has been corrected.].
