The Finnish trotting and breeding association

The subject matter of the contract concerns analysing services of biological samples of race horses for research of prohibited substances.
The Contracting Authority shall collect and deliver the samples and send them to service provider for analysing. Service provider shall analyse the samples to search for prohibited substances. After analysing the samples, service provider shall report the results back to the Contracting Authority. Specified requirements for the content of the services are described in the invitation to tender and its appendices. Tenderer shall also store and destroy the samples as described in the invitation to tender and its appendices.

The Contracting Authority shall collect and deliver the samples and send them to service provider for analysing. Service provider shall analyse the samples to search for prohibited substances. After analysing the samples, service provider shall report the results back to the Contracting Authority. Tenderer shall also store and destroy the samples as described in the invitation to tender and its appendices.

Tenderer commits to reporting the testing results by email to the Contracting authority within ten (10) working days from receiving the samples.
Tenderer commits to store the samples sent by the Contracting Authority. Negative samples shall be stored for 3 months and positive samples for 12 months.
Tenderer commits to destroying the samples as follows:
1) Negative samples within 9 months after the storage period of 3 months;
2) Positive samples within a working week after the storage period of 12 months.
Tenderer commits to conform following requirements in the service production:
1) Tenderer shall conform with the Guide for establishing the presence of prohibited substances (Part B of ILAC-G7);
2) Tenderer shall meet Performance specification of the International Federation of Horse-racing Authorities;
3) Tenderer shall take part in inter-laboratory comparisons (clause 5.9(b) of ISO/IEC 17025:2005).

Tenderer must be an approved laboratory by the European Trotting Union (UET). This requirement has to be met latest at the signing of the contract. Any possible subcontractor must be approved by the UET too.
Tenderer must fulfil the following requirement latest at the signing of the contract:
— Tenderer shall be accredited according to ISO/IEC 17025, General requirements for he competence of testing and calibration laboratories, and to the supplementary document ILAC-G7, Accreditation requirements and operating criteria for horse-racing laboratories.

The requirement concerning the use of possible subcontractors has been amended so that possible subcontractors do not have to be approved by the UET. In the appendix n:o 3 of the invitation to tender it was specified that the possible subcontractors must be accredited according to ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories, and to supplementary document ILAC-G7, Accreditation requirements and operating criteria for horse-racing laboratories. This requirement has been amended so that possible subcontractors must be accredited only according to ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories. Thus, possible subcontractors do not have to be accredited according to the supplementary document ILAC-G7.
