Yle is looking for a realiable and effective concept for services that includes f.e. physical restoration of films, scanning and digital restoration. Also audio films related to films shall be restored and digitalised.
Procurement procedure will be Competitive dialogue. In the the first part of tender competition Yle will choose the suitable candidates, who may participate the dialogue. Yle will select the candidates who meet the mandatory requirements set by Yle, and have the best rank according to the selection criteria described later in this invitation to participate.

Yle will select the candidates who meet the mandatory requirements set by Yle, and have the best rank according to the selection criteria described later in this invitation to participate.

With this tender competition Yle is looking for a realiable and effective concept for digitalisation services of Yle's film collection.

Yle is responsible for safeguarding national audiovisual heritage in Finland with respect to the content that has been produced or is owned by Yle, thus, Yle shall digitise its film collection and aims to preserve quality of digitised image and sound as well as possible by trying to re-produce digital one-to-one copy of original content on the original carriers.

Yle hopes it doesn't need to go back to a once digitised film any more in the future but can always access digital copy of the original for publishing and production purposes. However, Yle have no plans to destroy digitised film reels but retains them as an extra backup.

Yle will publish some programs, i.e. feature films as whole, so these need to be mastered and color graded during the process. For other content our intention is to postpone all post production of digitised content to the point of time when content is actually being used.

Yle wants to find a partner and way of working that allows us to commit to the chosen service for the period of next 10 years.

The chosen service provider must take responsibility over the whole service including carrier logistics, physical restoration of carriers, scanning of image, digitisation of audio, digital restoration of image and audio, color grading, synchronization of image and audio, and mastering of titles.

The services that are included in this procurement as well as the scale of procurement are described in more detail in appendix 1. Project description and the process of services (draft) is described in appendix 3. The project description is meant to give a sufficient information of the needs that have to be met in the service concept and also the relevant mainline requirements. Also the time frame of the project is described in appendix 1.

The completed invitation to tender for negotiations, including more detailed descriptions, will be available for the suitable candidates selected in the dialogue.

Yle reserves a right to extend the contract to be in force for the time being/until terminated. Yle gives a formal notice of extending the contract within 3 years of the original date of signing the contract.

Kelpoisuus harjoittaa ammattitoimintaa:

The candidate shall be registered in the professional or trade register of its domicile country, if the candidate is obliged to register to these registers according to its domicile countries national law.

The candidate shall also be registered in the Prepayment Register and the Employer Register in accordance with the Act on Prepayment of Tax, and shall be registered as VAT-liable in the Value Added Tax Register in compliance with the Value Added Tax Act before the procurement decision is made, if the candidate is obliged to register to these registers according to its domicile countries national law.

If the participant is a group, these requirements shall be met by all its members individually. If subcontractors are participating the service, they must meet these requirements individually.

If requested, the candidate shall provide relevant certificates.

Taloudellinen ja rahoituksellinen asema:

The candidate's economic standing and financial solvency shall be sufficiently stable to provide the customer with the services including the contract. Please see the requirements set in the ESPD form and below.

If the candidate is a group, the requirements shall be met by all its members individually — except the required turn over, which can be met by summing together the turn overs of all the members of the group.

If requested, the candidate shall provide relevant certificates.

Vähimmäistaso(t):

Sufficient Turn over: The candidate's turn over for the latest accounting period must be minimum 500 000 EUR.

Sufficient Credit Rating: The candidate / member of a group / subcontractor participating the service must have a minimum credit rating (credit worthiness) A, according to credit rating system from AAA, the highest, to C, the lowest, rated by well known and established credit rating agency. If the candidates rating cannot be found, the candidate's situation will be evaluated through the last 3 audited financial statements and/or another similar statement.

Sufficient risk indemnity insurance: The candidate must have a professional risk indemnity insurance policy with a minimum insured amount of 2 000 000 EUR (two million euros).

Sufficient level of experience:

a) A candidate must have at least one (1) reference of similar kind of service produced within the past three (3) years. ‘Similar kind of service’ refers to the planned service described in the document ‘YLE20170020 Digitalisation of Yle film collection Appendix 1 Project description’ attached to this invitation to participate. Yle will approve reference if the referenced service has included at least the following components; digital restoration of image scanned from film, scanning of films, color and light grading, and media asset management. Media Asset Management refers to managing workflows and systems needed to process all audiovisual files produced in the referenced service.

b) The candidate must either have experience (at least one (1) reference), within past 3 years, in organizing transportation for at least 500 (five hundred) films, or 10 000 (ten thousand) video tapes or audio tapes, transported at least 50 kilometers one way (distance between customer storage and technical facility must be at least 50 km), OR candidate must describe how it plans to implement the service in a location within 50 kilometers from Yle headquarters in Helsinki regarding the parts of service that require physical handling of carriers.

Sufficient human resources: A candidate must identify by name a specialist for each following expertise area:

a) digital restoration;

b) scanning of films;

c) color and light grading;

d) media management;

e) audio digitalisation;

f) audio restoration and syncronisation.

The candidate must identify at least 3 different persons to cover all the expertise areas.

Considering the complexity of the services to be procured, and the large scope of the issues to be negotiated in dialogue, it is not feasible to organize the procedure with more than 6 candidates. Also 3-6 candidates is considered to be a sufficient number to accomplish enough competition between the participants. During the procedure also a sample batch of the service offered will be required. Handling and costs of the sample procedure requires that number of participants is limited.
