Next Generation Telecommunications Network Equipment

Fingrid Oyj

Fingrid Oyj is purchasing telecommunications network equipment that will be used to build a telecommunications network to provide various critical services for its electricity transmission network. The network shall provide high available service for critical utility applications such as differential teleprotection, real-time monitoring and remote control. The networks provide connections also for auxiliary services such as surveillance video, voice communications and metering. The procurement covers i.e. the following areas:
— Delivery of equipment until year 2030;
— Maintenance and repair services (on-site and factory repair);
— Spare part services;
— Backup device service;
— Support (II/III level);
— Configuration;
— Necessary licenses and applications;
— Training;
— Design services.
The purpose of the Contract is purchase of telecommunication network equipment and related software for a telecommunication network that provides high available connections for protection of the grid, control and other communication between substations, control centers and other grid related telecommunication locations. The Contract shall cover also supply of related services to ensure smooth planning, building, commissioning, operation and management of the network and its services, expansion of the network, keeping the equipment and management system up to date and development of the network, availability of spare parts, support for trouble shooting as well as compatibility of equipment.

Please submit your questions and your return address (e-mail address) by no later than 12.2.2016 at 12:00 (Finnish Time, EET). In order to ensure the equal treatment of all candidates, no telephone enquiries or information requests in any other way will be answered. Questions can be made in Finnish or English language, and questions will be answered in the language the question has been asked. Name of the inquirer or other information concerning the tenderer shall not be revealed in connection with questions and answers. In the event that a party should be later interested in the procurement, the interested parties can request for the questions and answers at the above-mentioned e-mail address of the Contracting Authority. The Contracting Authority shall answer the requests within three (3) working days from the request. Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

1. Register Information:

The candidate is enrolled in the Trade Register and in the Prepayment Register in compliance with the Prepayment Act (Ennakkoperintälaki) and registered as an employer and for VAT in accordance with the Value-Added Tax Act, as required by applicable law. In case that the candidate is not enrolled in these registers, the candidate agrees to provide the Contracting authority, upon request, with a report that clarifies the situation.

Group as a candidate: all the group members shall meet the requirement.

2. Perpetrating in Crimes:

The candidate shall give a declaration that he or any of persons with powers of representation, decision or control in respect of the candidate has not been guilty in 1 or more of the offences listed in Paragraph 53 of the Act on Public Procurement (Finland).

3. Collective Agreement or Basic Elements of Employment Contracts and Healthcare:

Requirement:

If the candidate organization has employees working under an employment contract or in public-service employment relationship, it must comply with the existing collective agreement in the field in the candidate's country of location, or, if any collective agreement does not exist, with reasonable working conditions. The candidate must also cover his employees with insurances in compliance with the legislation in his country of location. The candidate must organize an adequate healthcare for them.

Group as a candidate: All the group members shall meet the requirement.

4. Credit Rating and Economic Capacity:

The tenderer must have sufficient financial capacity and stability in order to implement the service in question. The tenderer's financial standing is evaluated based on information relating to the profitability, liquidity, solvency and creditworthiness.

The tenderer should have sufficient solvency to be rated by Suomen Asiakastieto Oy, either a rating of ‘Satisfactory A’ or a risk classification of 1-3 or demonstrate equivalent standing based on financial statements or other equivalent information.

Tenderers with a ‘C’ rating or a risk indicator of 5 calculated by Suomen Asiakastieto Oy or equivalent are excluded from the tender. Tenderers with a ‘B’ rating or a risk indicator of 4 or equivalent may be excluded from participation in competitive bidding if the tenderer is unable to provide reliable evidence of action taken/to be taken to improve its financial standing.

5. Minimum Turnover:

The candidate's turnover in the latest confirmed financial statement exceeds 2 000 000 EUR (if group: combined turnover).

Group as a candidate: The total turnover of the group members shall meet the requirement.

6. Taxes and Payments:

The candidate has paid all taxes and pension contributions as well as other payments required by the applicable law in his country of location.

If the candidate is going to give his application as a group, this requirement concerns all the consortium members.

If the candidate is going to invoke subcontractors, this requirement concerns also them, and they shall attach the supporting documents to the request to participate.

7. Liability Insurance:

The candidate holds a valid liability insurance, sufficient in proportion to the procurement, or, he commits to obtain 1 at latest by the beginning of the contract period, in case that the candidate is awarded with contract.

8. Business Eligibility:

The candidate declares that the requirements are met:

The tenderer is not bankrupt or is being wound up or has ceased operations, either have his credits been confirmed with an agreement or reorganization plan, or he is not in any kind of analogous arrangement under the law.

There are no pending declarations of bankruptcy, orders for compulsory winding up or proceedings for other procedures referred to in paragraph above.

Tekninen ja ammatillinen pätevyys:

1. References:

The candidate has at least 1 reference of services, equivalent to the object of procurement. The reference is described in more detail on Annex 3.1, reference form.

Unspecified references shall not be taken into consideration.

Group as a candidate: All the group members need not to meet the reference requirement, but the group can benefit the manifold of the group member's references in order to meet the requirement.

A completed reference form (Annex 3.1 to this request to participate).

Provided, that the amount of suitable candidates exceeds the number of candidates to be selected, the selection of the candidates shall be performed by using the references exceeding the minimum requirements as an evaluating criteria.

2. Subcontractors:

The subcontractors used to provide the services shall be listed in the Request to Participate. The candidate undertakes to take responsibility on all of the actions of the subcontractor as if it was conducted by the candidate itself.

Named subcontractors are considered as the candidate's capacities. If the tenderer has invoked the resources of subcontractors on this form under ‘References’, the tenderer must commit to the condition that the subcontractors he has named in the offer are available for implementation of the acquisition, if the tenderer is selected.

The subcontractors are bound to the identical requirements (pos. 1, 2, 3, 4, 6 and 8) than the candidate.

— Statement on the subcontractors and their duties;

— Signed commitment annex (Annex 4).

The Customer reserves the right to request the same information regarding subcontractors as is required regarding the candidates.

3. Finnish speaking agency during the contract period:

If the candidate wins the competition, the company (candidate) shall offer an (fluent) Finnish speaking agency who capable to give technical support and able to liaise with the device manufacturer during the workdays 8:00-17:00 Finnish time (or 24/7, will be specified in the negotiations).

Equipment manufacturers support shall be 24/7, and can be in English.

4. Code of Conduct:

The candidate accepts Fingrid's Supplier Code of Conduct and if the candidate wins the competition, Fingrid's Supplier Code of Conduct will be legally binding part of the agreement.
