Impact Evaluation of the Higher Education Reforms in Finland is a multi-staged process. Tenders are requested on an evaluation project consisting of 3 work packages:
— Work package 1: Impact evaluation of the Universities Act reform, to be implemented in 2015-2016,
— Work package 2 (optional period): Impact evaluation of the polytechnics reform, to be implemented in 2017-2018,
— Work package 3 (optional period): Producing an overall image and analysis of the higher education reform in 2018.

At the first stage, a contract regarding Impact Evaluation of the Universities Act Reform (work package 1) will become valid on August 2015 and will expire on 30.9.2016.The Ministry of Education and Culture reserves the right to extend the contract for the period 1.10.2016-31.12.2018 provided that the Ministry decides to order the optional work packages 2 (Impact Evaluation of the Polytechnics Reform) and 3 (Overall analysis of the HE Reforms). The Ministry of Education and Culture will notify the contractor of whether or not it intends to use the options and extend the contract no later than 31.5.2016.The value of the contract, including the options and excluding value-added tax, will be 300 000 - 450 000 EUR.300 000450 000
