Finnish Border Guard AB/B412 Helicopter Modification Package

The Finnish Border Guard Headquarters, Technical Division / Commercial Unit

Tenderer shall give the tender for following Supplies.
1. Modification package for 2 Finnish Border Guard owned AB/B412 helicopters (OH-HVJ, OH-HVK).
2. Minor maintenance and inspection work for the 2 Finnish Border Guard AB/B412 helicopters (OH-HVJ, OH-HVK) to be carried out together with modification package. These works can be like 25h/50h inspections or similar minor maintenance activities.
Note: this work will be additional work and to be agreed separately according to the actual status of delivered helicopter to the Tenderer for modification package. Hourly rate of additional work for engineering and maintenance work shall be tendered.
3. Documentation to support operations of modified AB/B412 helicopters.
4. Training to support operations of modified AB/B412 helicopters.
5. All components, which remain obsolete after modification, shall be listed, tagged, and packed for the delivery to FBG.
— removed as serviceable shall be tagged with EASA Form-1 as applicable.
— removed as unserviceable shall be tagged with removal tag.

Kelpoisuus harjoittaa ammattitoimintaa:
— Trade Register.
Certificate or written proof, that the tendering company (Supplier) is registered with the Trade Register or equivalent professional or trade register in the country in which the tendering company is established. Tendering company's business ID or equivalent company or organization registration number must be stated on the document.

If the tendering company is not registered in the above-mentioned registers, the tendering company shall provide a statement of the legal reasons for non-registration at the contracting authority's request and by deadline set.

Tekninen ja ammatillinen pätevyys:
— Reference list.
Reference list from the 3 years of deliveries (similar Modification packages) as tendered. A brief description of to whom and when delivered has been made.
Company shall have ability to carry out Modification package and have sufficiently references for required activities:
— Subcontractors.
A statement of the all major subcontractors shall be attached by Tenderer.

— Required certificates for the scope of the work.
— Copy of 145 approval
— Copy of DOA21 approval
— Other approvals/certificates needed to accomplish the requested work and presented by the Supplier
Supplier shall have required certificates for the scope of the work proposed in the tender:
— Licenses.
Copies of the licenses and/or certificates relevant to Supplies provided. End user statements needed for the Supplies should be listed.
All significant licenses and certificates of Supplies shall be attached:
— Quality management system.
A statement of the quality management system shall be applied.
Tenderer has an approved quality management system ISO 9001 or equivalent.

Sopimuksen toteuttaminen
Vaadittavat vakuudet ja takuut:
If the contract stipulates an advance payment payment(s) by the Buyer, the Supplier shall, in his own expense and prior to the advance payment or intermediate payment if applicable, provide the Buyer with the bank guarantee approved by the Buyer.
The bank guarantee shall be equivalent to the amount of the advance/intermediate payments plus fifteen per cent (15 %) of the value of the advance/intermediate payment. The bank guarantee shall be granted by the first-class and well-known bank.
The bank guarantee shall cease to be valid when the Supplier has fulfilled all his obligations under the agreement, however under no circumstances not earlier than one month after the contractual time of delivery. If the delivery is delayed, the Supplier shall extend the period of validity for bank guarantee provided accordingly.
