Bottom-up LRIC+ cost model for fixed access networks in Finland

FICORA requests tenders on the development of bottom-up LRIC+ cost model for fixed access networks in Finland. The bottom-up LRIC+ cost model should be developed for fibre technology. The bottom-up LRIC+ cost model should also be capable to calculate the costs of copper networks. The Tenderer shall also propose how the costs of copper networks could be assessed. The bottom-up LRIC+ cost model should include all services that use the access networks, including leased lines.
FICORA will start new market analyses of the markets for wholesale fixed access network (markets 3a, 3b and 4 in the Commission's market recommendation ) in the beginning of 2016. If, on the basis of the analysis there is no effective competition in the markets the necessary regulatory obligations will be imposed. In this context the need for a cost-oriented pricing obligation will be analysed by using the developed cost model. The cost model will also be used for the possible imposition of maximum prices in SMP decisions as well as for the assessment of cost-oriented price level by the means of ex post supervision.
As a result of the bottom- up LRIC+ cost model, FICORA expects that the cost model developed by the Supplier calculates the unit costs of the regulated fixed access products. FICORA requires that the Supplier collects all data and information necessary for the completion of the model. FICORA will assist the Supplier in collecting the data from the operators.

In its country of establishment, the Tenderer must be enrolled in the Trade Register, the Prepayment of Tax Register under the Prepayment of Tax Act, the employer register and for VAT in accordance with the value Added Tax Act before the contract award decision is made, as required by the applicable laws.

The requirement also concerns the Tenderer's subcontractors.

Taloudellinen ja rahoituksellinen asema:

The Tenderer must have paid the taxes and social security contributions in accordance with the legislation of its country of establishment and the taxes and social security contributions in accordance with Finnish legislation if the Tenderer is a taxpayer in Finland and liable to pay social security contributions.

The requirement also applies to the Tenderer's subcontractors, with regard to which the requested accounts must also be delivered.

— Certificate given by the tax authorities on taxes paid must be submitted.

The Tenderer must have sufficient financial capacity with regard to the size and quality of the procurement. This requirement is evaluated on the basis of information received of the Tenderer's solvency, liquidity, profitability and creditworthiness.

The Tenderer has at least 3 references of corresponding service provision during the past four (4) years. Development of an LRIC model of fixed access network is considered a corresponding reference

— The account of references shall be given on the reference form in section 5 of the tender form. The account shall indicate all information requested in the form. Unspecified references will not be considered.
