Bottom-up LRIC+ cost model for fixed access networks in Finland
FICORA requests tenders on the development of bottom-up LRIC+ cost model for fixed access networks in Finland. The bottom-up LRIC+ cost model should be developed for fibre technology. The bottom-up LRIC+ cost model should also be capable to calculate the costs of copper networks. The Tenderer shall also propose how the costs of copper networks could be assessed. The bottom-up LRIC+ cost model should include all services that use the access networks, including leased lines.
FICORA will start new market analyses of the markets for wholesale fixed access network (markets 3a, 3b and 4 in the Commission's market recommendation ) in the beginning of 2016. If, on the basis of the analysis there is no effective competition in the markets the necessary regulatory obligations will be imposed. In this context the need for a cost-oriented pricing obligation will be analysed by using the developed cost model. The cost model will also be used for the possible imposition of maximum prices in SMP decisions as well as for the assessment of cost-oriented price level by the means of ex post supervision.
As a result of the bottom- up LRIC+ cost model, FICORA expects that the cost model developed by the Supplier calculates the unit costs of the regulated fixed access products. FICORA requires that the Supplier collects all data and information necessary for the completion of the model. FICORA will assist the Supplier in collecting the data from the operators.
