TSE: NA4 CHP-project — Power Plant 110 kV Connection and Power Transmission

Turun Seudun Energiantuotanto Oy builds a new combined heat and power unit (NA4) in an existing power plant area, where the company already owns three coal-fired power and CHP blocks (NA1, NA2 and NA3). Energy production of the new unit is based on wood- and agro-originated biomass, peat and coal.
The CHP unit's nominal production rate will be 200 MWDH district heat and 50 MWth steam for industrial consumers from steam turbine extractions. The nominal fuel input is some 430 MWfuel and gross electric power output some 160 MWe.
District heat will be delivered to Turku Energia Oy and industrial (or process) steam to Fortum Power and Heat Oy for retail. NA4 CHP will be connected to existing district heat and industrial steam networks.
This supply consists of two separate purchasing packages: Slot 1 and Slot 2. The slots will be evaluated as separate tender processes. The contracting entity reserves the right to buy both slots from one company or divide the supply for two separate companies. Both slots must be tendered.
This supply consist of 110 kV Connection and Power Transmissions to the power plant project NA4 in Naantali.

If there is more than six (6) bidders the contracting entity will select those six (6) bidders that have the largest number of power plant projects with electrical power over 50 MW during the last five (5) years.

Kelpoisuus harjoittaa ammattitoimintaa:

TSE is entitled to exclude a Candidate that does not meet the criteria set forth below, or gives false information to TSE Oy.

(1) The Candidate or a person having representation, decision-making or supervisory rights with respect to the Candidate, as well as the subcontractors used by the Candidate, have not been declared guilty in offences of corruptive nature, in fraudulent actions in financial matters, in money laundering or participation in criminal organization by a valid court judgement that appears from the criminal record.

(2) The Candidate has not been declared insolvent, its business activities have not been suspended or discontinued or legal proceedings have not been started on the Candidate's bankruptcy or it has not been found out that up to the expected completion date of the contract the Candidates going to be liquidated.

(3) The Candidate does not have tax or state compulsory social insurance payment debts in Finland or in another country where it is registered or in the country of its residence.

(4) The Candidate is registered to the Trade Register, Commercial register or equal register of its country of incorporation:

— Request to participate, Appendix No 1 ‘General information’ must be filled and submitted.

— Copy of the registration certificate issued by the relevant institution in Finland or the country of the Candidate's incorporation must be submitted.

Contractor's Obligations and Liability will be checked and it must be fulfilled before contract can be signed (According to the Act 1233/2006).

If the Candidate is a consortium, each member of the consortium shall fulfil these general criteria. Also possible subcontractors shall fulfil such criteria.

— Statement signed by the Candidate concerning the average financial turnover of the Candidate excluding VAT) for the period of last three (3) financial years (2011, 2012 and 2013 /3 latest financial years of the Candidate). Candidates that have been established later shall submit the aforementioned documents for the period of operation.

— Financial statements of the Candidate for the period of last three (3) financial years (2011, 2012 and 2013 /3 latest financial years of the Candidate). Candidates that have been established later shall submit the aforementioned documents for the period of operation.

The Contracting Entity reserves the right to make a credit risk control checking from a solid corporation e.g. Suomen Asiakastieto, Bisnode or similar and if the risk value is bigger than 2, the candidate can be excluded.

Tekninen ja ammatillinen pätevyys:

Criteria to be fulfilled:

The Candidate has experience in at least 2 power plant projects with electrical power over 50 MW supply for the value of at least 3 000 000 EUR during the last (5) five years. Parts of the similar products are also accepted as a similar reference.

Document(s) to be submitted:

— List of the similar projects completed during the last (5) five years where the Bidder has installed similar products according to the form in Appendix 2.

— The Candidate has established a quality management system which is compliant with European or international quality management systems' standards or the Candidate has established similar quality management system.

— A copy of ISO 9001 or equivalent certificate confirming existence of certified quality management system, a copy of a certificate of equivalent quality management system or other evidence (description by the Candidate) of equivalent quality assurance measures to be provided by the Candidate.

The Contractor is responsible to make sure that the labour management shall be able to communicate in Finnish or English in speech and writing. The supervisor shall also be able to communicate with his/her own personnel or engaged subcontractors without hindrance to ensure that all relevant environmental, health and safety regulations at site and other instructions are fully understood.

The candidate must have a service organisation or representative located in Finland.

— A presentation of the service locations and organisations.
