The scope covers services for selected existing IT systems, the majority of which are JEE applications custom-built for ECHA, as follows: development, maintenance and support services; building, configuring and managing environments (typically ECHA test, pre-production and production environments) running on ECHA ICT infrastructure; deploying applications into target environments, including production environment; managing applications and their environments running on ICT infrastructure provided by ECHA.

This negotiated procurement procedure resulted in an amendment to the framework contract for repetition of the same services for selected existing IT systems, the majority of which are JEE applications custom built for ECHA, including:
— development, maintenance and support services,
— building, configuring and managing environments (typically ECHA test, pre-production and production environments) running on ECHA ICT infrastructure,
— deploying applications into target environments, including production environment,
— managing applications and their environments running on ICT infrastructure provided by ECHA.
Negotiated procedure without publication of a Contract Notice to increase the value of the framework contract for repetition of same services in scope, as announced in the procurement documents of the original open call for tenders.

The amendment to increase the value of the framework contract was made within the first 3 years of the contract, The possible use of the negotiated procedure without prior publication of a Contract Notice for the purpose of the increase of the financial ceiling was disclosed in the procurement documents as soon as the first contract was put out to competitive tender. The services in scope of the requested increase do not exceed 50 % of the initial contract value and consist in the repetition of similar services entrusted to the current contractor which are in full conformity with the basic project for which the original contract was awarded.
