Marine Geotechnical Investigations

Gasum Oy

The objective of the tender process is to find a contractor for Gasum Oy to perform marine geotechnical investigations for Balticconnector pipeline design and installation. Investigations will cover both near shore and offshore sections in both countries.
Duties of the contractor consist of various field tests. Quantities of tests will be defined more in details in final specification. Offshore water depth is up to 100m. At least 6-8 meter long samples + CPT are required at offshore area. At near shore areas 3 meter's bedrock confirmation by boreholes + definition of soft layers + samples are included. The geotechnical investigations are to be conducted during years 2014 (major work) and 2015 (additional works), starting beginning of May 2014.

In the negotiation procedure the procurement unit chooses 5 applicants among all applicants who have left their participation application. Those five applicants will be invited to bidding competition. From these 5 applicant's, procurement unit will choice 3 bidders for negotiation phase based on evaluation of bid's. In case there are more than five applicable applicants, procurement unit will compare participation applications and then choose accepted applications based on following: a) Applicant is able to make marine geotechnical investigations on the Finnish and Estonian offshore and near shore areas, weight value 100 %. Applicants' ability will be evaluated based on how many references the applicant has during last 10 years. The purchaser reserves the right not to conclude an agreement with any of the applicants. Questions concerning participation application can be sent by e-mail until Monday 3.2.2014, at 12:00 EET to kai.toivoniemi@gasum.fi. Please use reference “Marine Geotechnical Investigations – procurement” in subject field. Similar answers to questions will be sent to all applicants who have informed their contact information (an e-mail address). To secure impartial treatment of all applicants no questions or information requests by phone are answered.

Foreign applicant must deliver corresponding information which is in accordance with the legislations of the country in which it is located at and with the similar certificates or in a way that has been generally accepted.

— An affirmation and before signing the service agreement present a certificate of tenderers place of business that evidences that all obligations with regard to payment of taxes and social security payments have been duly met.
— No older than 3 months.
Procurement unit can check applicant's registration in Finnish business information system (YTJ). By the request of the procurement unit an account of reasons shall be given if the applicant is not registered in Trade Register. This information shall be delivered by the defined time limit. Procurement unit can also check markings of an extract from the Trade Register.

Geotechnical Investigation will be postponed due to the fact that the EU BEMIP investment grants will be issued significantly later than was earlier assumed Gasum has made a change to the Balticconnector project schedule accordingly. The target schedule for Final Investment Decision (FID) has been postponed till the end of year 2015. Based on the Act of public procurement 2007/349 58a § Contracting Authority has a right to suspend the process of the public procurement when the reason is real and justified.
