Request to participate:
1. Object of the contract:
The object of the contract is to purchase factory new 3 single piston engine or 3 twin piston engine fully EASA certified aircraft for pilot training. At latest on time of signing the contract the aircraft (whether single piston engine or twin piston engine) shall be a st andard equipped min-imum 4 seater (2+2), IFR equipped, variable pitch propeller (FADEC controlled or manual) and FIKI (Flight Into Known Icing) EASA certified at the time of contract signature. The contract shall include the aircraft type related training of 6 mechanics and 6 pilots. The mechanic training shall include also on-the-job training. The aircraft delivery shall be no later than 31.3.2014.

The candidate is enrolled in the Trade Register as required by applicable law. In case that the candidate is not enrolled in these regis-ters, the candidate agrees to provide the Contracting authority, upon request, with a report that clarifies the situation.

Taloudellinen ja rahoituksellinen asema:

Upon request, the candidate agrees to provide the Contracting authority at a later date any statements or certificates (supporting documents), which are not requested at this time. In addition, the candidate agrees to provide all the supporting documents upon request during the contract term.

Technical competence and capacity:

The candidate assures that the aircrafts (whether single piston engine or twin piston engine) to be offered will fulfill all the following requirement at latest on time of signing the contract:

- EASA-certified,

- standard equipped,

- IFR equipped,

- FIKI EASA-certified,

- Garmin G1000 with integrated autopilot,

- variable pitch propeller (FADEC controlled or manual),

- minimum 4 seats (2 + 2).

Puolueettomat valintaperusteet:

Among the candidates who request to participate, the contracting authority (FINAA) will select three (3) tenderers to whom the invitation to negotiations is sent to. If there are more than three (3) suitable candidates, the Contracting authority will compare the requests to participate, and select tenderers, using following criteria.

a. low fuel consumption 45 %,

b. endurance with one instructor and two trainees on board 30 %,

c. references of flight training organizations using aircraft of this type (single piston engine or twin piston engine, IFR equipped and FIKI approved) 15 %,

d. total number of aircraft of this type (single piston engine or twin piston engine, IFR equipped and FIKI approved) manufactured since January 2005 10 %.
