The object of the contract is to purchase two factory new EASA certified flight training devices. The flight training devices shall be representing Diamond Aircraft Twin Star DA42 aircraft. The flight training devices shall meet the qualification standards of the FNPT II and FTD 2 (EASA document CS-FSTD(A) Initial Issue 4.7.2012 ). The devices shall be ready for the initial CAA evaluation in FINAA no later than 30.6.2014.

Määräaika

Tarjousten vastaanottamisen määräaika oli 2013-12-13. Hankinta julkaistiin 2013-11-29.

Taloudellinen ja rahoituksellinen asema:

The candidate assures that he is enrolled in the Trade Register as required by applicable law. In case that the candidate is not enrolled in these registers, the candidate provides the Contracting authority, upon request, with a report that clarifies the situation.

Upon request, the candidate agrees to provide the Contracting authority at a later date any company financial statements or technical certificates or documents (supporting documents), which are not requested at this time. In addition, the candidate agrees to also provide the above documents upon request during the contract term.

The candidate shall provide the latest Balance Sheet and Profit & Loss Statement at the request of the Contracting Authority.

Candidates from outside Finland must provide the information required in the forms by submitting an extract in accordance with the legislation of the candidate's country of domicile, or by other certificate or generally accepted method, such as a sworn testimony or declaration in accordance with the law of the country in question.

The candidate's financial state is healthy:

Net Gearing (Net Debt/Equity) less than 100 %

Quick Ratio (Current Assets – (Inventories + Prepayments) / Current Liabilities) is higher than 1.0

Tekninen ja ammatillinen pätevyys:

The candidate has references of the DA42 FTD certified FAA level 6 or EASA level FTD 2 or equivalent.

In the case the reference is not certified by EASA or FAA, the candidate agrees to provide the copy of the Certification document and the cross reference table between the applied equivalent certification standard and EASA CS-FSTD(A) Initial Issue 4 July 2012 showing exact compliance.

The candidate agrees, at the request of the Contracting Authority,…

… to provide the Master Qualification Test Guide and the Validation Data Roadmap which shall meet the EASA CS-FSTD(A) Initial Issue 4 July 2012.

… provide the description of the flight tests not fulfilling the IATA Flight Simulation Training Device Design & Performance Data Requirements, 7th edition.

The flight training devices to be offered shall fulfill the following requirements:

— representing Diamond Aircraft DA42 NG or DA42 VI aircraft,

— meeting the qualification standards of the FNPT II and FTD 2 (EASA document CS-FSTD(A) Initial Issue 4 July 2012).

The schedule of the need for the training devices and the delay in the procurement process caused by the termination of the previous tender due to insufficient Contract Notice.

Puolueettomat valintaperusteet:

Among the candidates who request to participate, the contracting authority (FINAA) will select no more than 3 tenderers to whom the invitation to negotiations is sent to.

If there are more than 3 suitable candidates, the Contracting authority will compare the requests to participate, and select tenderers, using the following criteria.

a. total number of manufactured flight training devices representing DA42 NG or DA42 VI aircraft type certified as JAA/EASA/FAA FNPT II or higher, 25 %

b. total number of manufactured flight training devices representing DA42 aircraft (all types) certified as JAA/EASA/FAA FNPT II or higher, 25 %

c. total number of flight training devices manufactured certified as JAA/EASA/FAA FNPT II or higher, 25 %

d. number of existing custom made visual databases of Finnish airports, 25 %
