Finngulf LNG Terminal EPCM

Gasum Oy

Gasum Oy is currently developing a project targeted to construct a major scale regional LNG import terminal to Finland. The project is called “Finngulf LNG” (FG-LNG). The purpose of the FG-LNG terminal part is to import, store, re-export and re-gasify liquefied natural gas (LNG).
The timeframe of the project is to have first LNG shipped in by the end of year 2016 and to be fully operational by the end of 2018. As an outcome of the basic planning phase investors are expected to make the Final investment decision at the end of 2014.
The terminal will serve the regional off- and onshore LNG market in Baltic sea countries.
An EPM (EPM Engineering, Procurement and Management) contract for the basic design task including an option for detail engineering task will be awarded for the successful bidder of this enquiry. The successful bidder has also an option to offer for the implementation phase services.
The selected TDP EPCM Partner will work under FG-LNG PMO (Project management office). The PMO governs and produces common project services for the whole project cluster involved to the FG-LNG.
The purchaser has nominated an experienced lead engineer to be purchaser's point of contact towards the TDP EPM.
PMO's engineering services and other partners produces the other needed design tasks, activities and services excluded from the TDP's scope.
The final TDP design scope is defined and agreed in cooperation with the purchaser.

2. Registers:

The applicant (including partner) and its subcontractor has been registered to the trade register, advance payment of tax register, employer register and value added tax (VAT) liability register in accordance with the legislation applicable in the places of applicant's business.

Foreign applicant must deliver corresponding information which is in accordance with the legislations of the country in which it is located at and with the similar certificates or in a way that has been generally accepted.

Reports and certificates if requested:

— Proof on registrations, extract from the Trade Register.

Procurement unit can check applicant's registration in Finnish business information system (YTJ). By the request of the procurement unit an account of reasons shall be given if the applicant is not registered in Trade Register. This information shall be delivered by the defined time limit. Procurement unit can also check markings of an extract from the Trade Register.

Taloudellinen ja rahoituksellinen asema:

1. Taxes and payments:

The applicant (including partner) and its subcontractor has paid all local, state, social security, pension, unemployment insurance and other contributions and taxes in accordance with the legislation applicable in the places of applicant's business.

Reports and certificates if requested:

— An affirmation and before signing the service agreement present a certificate of tenderers place of business that evidences that all obligations with regard to payment of taxes and social security payments have been duly met.

— No older than three (3) months.

3. Financial information – Revenue

The candidate should have total revenues from the last financial period equal to at least 20 000 000,- Euro. In case candidate intends to subcontract, can the revenue of the subcontractors be taken into account in fulfilling this requirement. In this case the candidate shall attach required financial information on behalf of the subcontractors as well.

— Annual reports for the last three (3) years.

4. Financial information – General sufficient capacity

The candidate must have sufficient financial capacity and stability in order to implement the service in question. The candidate's financial standing is evaluated on the basis of information relating to the profitability, liquidity, solvency and creditworthiness.

Applicant has at least one reference of similar size (storage capacity ≥100 000 m³) and functions (network injection) LNG including process risk assessment Terminal EPCM from last three (3) year.

The Applicant has sufficient amount of personnel to ensure the intact delivery of the contracted service, as specified in Annex 5.

Sopimuksen toteuttaminen
