Balticconnector EPM
Gasum Oy
The purpose of the procurement is to select an EPM Partner for the Balticconnector project. Balticconector is a project targeted to build an offshore pipeline (Balticconnector) between Finland and Estonia.
The design work is divided into two phases, a basic planning phase (I) and an implementation phase (II). The successful bidder of this enquiry will be awarded an EPM contract for the basic design (FEED).
The selected EPM Partner will work under FG-LNG PMO (Project management office). The PMO governs and produces common project services for the whole project cluster involved to the FG-LNG.

The applicant (including partner) and its subcontractor has been registered to the trade register, advance payment of tax register, employer register and value added tax (VAT) liability register in accordance with the legislation applicable in the places of applicant's business

Foreign applicant must deliver corresponding information which is in accordance with the legislations of the country in which it is located at and with the similar certificates or in a way that has been generally accepted.

— Proof on registrations, extract from the Trade Register.
Procurement unit can check applicant's registration in Finnish business information system (YTJ). By the request of the procurement unit an account of reasons shall be given if the applicant is not registered in Trade Register. This information shall be delivered by the defined time limit. Procurement unit can also check markings of an extract from the Trade Register.

1. Taxes and payments:
The applicant (including partner) and its subcontractor has paid all local, state, social security, pension, unemployment insurance and other contributions and taxes in accordance with the legislation applicable in the places of applicant's business.

Reports and certificates if requested:
— An affirmation and before signing the service agreement present a certificate of tenderers place of business that evidences that all obligations with regard to payment of taxes and social security payments have been duly met.
— No older than three (3) months.
3. Financial information - revenue:
The candidate should have total revenues from the last financial period equal to at least 10 000 000,- Euro. In case candidate intends to subcontract, can the revenue of the subcontractors be taken into account in fulfilling this requirement. In this case the candidate shall attach required financial information on behalf of the subcontractors as well.

The candidate must have sufficient financial capacity and stability in order to implement the service in question. The candidate's financial standing is evaluated on the basis of information relating to the profitability, liquidity, solvency and creditworthiness

Natural Gas pipeline EPM experience
Applicant has at least one reference of similar size natural gas pipeline EPM from last five (5) year.

6. Personnel:
The Applicant has sufficient amount of per-sonnel to ensure the intact delivery of the contracted service, as specified in Annex 4

7. QHSE Management:
The Applicant has Certified Quality Management System.
