Finnish Transport Agency (FTA) invites you to submit your tender on the service of a Multibeam Echo Sounder (MBES) System Hydrographic Survey on Finnish shipping routes in the Baltic Sea. The goal for this procurement process is to finalise contracts with the Finnish Transport Agency. The name of the Project is Baltic Sea and Bay of Bothnia Hydrographic Surveys 2012 (BSBB 2012).
The Buyer has received EU TEN-T grant as part of the Motorways of the Baltic Sea study for this project.

Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

a. Certificate of company registration by providing an extract/print from the registry of companies or respective document from the registry authority of the EU / EEA country.

b. Certificate that the tenderer has fulfilled its obligations relating to payment of social security contributions.

c. Certificate that the tenderer has fulfilled obligations relating to payment of taxes and VAT.

Taloudellinen ja rahoituksellinen asema:

Provide a certificate of financial status, not older than 2 months, from the date of submitting the tender. The tenderer shall provide a certificate from UC, Dun & Bradstreet or other finance company. The credit rating, to be approved, shall be at least 3, when the rates are between 1 and 5 where 5 is the lowest risk.

2.2.4 Information on ship survey certificate

The tenderer shall operate suitable vessel(s) to perform the task.

A ship survey certification that states that the tendered survey vessel(s) is suitable to operate in the tendered survey areas in the Baltic Sea shall be provided.

The survey vessel(s) intended to be used shall have been inspected by the EU/ETA flag country maritime safety authorities or Finnish Transport Safety Agency maritime safety authority for professional work and to be suitable for operation in the tendered areas in the Baltic Sea.

The Contractor shall ensure that there are sufficient personnel to meet the requirements of the flag country's merchant shipping (hours of work) regulations (which shall at least fulfil ILO minimum terms). This may be informed with a manning certificate of the intended survey vessel from the maritime safety authorities of the flag country.

The Buyer shall have the possibility to have one overseer on board during survey operations.

2.2.5 Information on personnel

To prove that the survey personnel have the necessary technical performance, experience and capacity, the tenderer shall include the following in the tender documents:

— Information on the key personnel available for the Project as part of the survey field team or post processing team,

— Information on hydrographers-in-charge available for the entire project. Shall be a FIG/IHO “Category A” hydrographer or equivalent,

— Information on hydrographers (party chief/surveyor in charge) available for the field work on board of the survey vessel(s) at all times. Shall be at least FIG/IHO “Category B” hydrographer or equivalent and a minimum of 5 years surveying experience including surveying for nautical charting purposes for a national Hydrographic Office,

— Manning levels of the survey team.

The Party Chief shall have the authority and experience to make and implement operational decisions and will be available for the Buyer to contact regularly to assess progress and modify the survey plan if necessary.

Contractor may not replace, for the duration of the Project, any key member of Contractor supplied personnel without the prior consent of the Buyer.

The survey team proposed for the Project shall have sufficient experience to perform satisfactorily the proposed Project, as well as perform satisfactorily the operation of hydrographic survey system onboard the survey vessel(s).

NOTE! For the application on a permit to perform hydrographic surveys in Finnish territorial waters, it is necessary to list the vessel and survey crew personal information (such as birthdate, birthplace and nationality). Those Tenderers winning objects (areas) in Finnish territorial waters shall be prepared to provide such information immediately after being informed on the purchase decision of such objects (and areas). FTA will support Tenderers on these applications.

2.2.6 Information on subcontractors.

The tenderer shall provide information on any subcontractors and their planned participation in this project. Adequate information about subcontractors shall be given in the tender. Same requirements apply for subcontractors as for tenderers.

No subcontractors will be allowed later during the project other than those already presented in the tender, without the consent of the Buyer.

2.2.7 References

The tenderer shall have performed similar surveys earlier and shall provide a list of references of similar deliveries of MBES shallow charting surveys according to S-44.

References and contact information shall be given from similar large area hydrographic surveys for charting purposes in the last five years. The work referred to should have been performed for Hydrographic Offices according to IHO S-44.

The payments shall be made in accordance with the following payment schedule and positions:

A. 10 % (EUR XXX) of total price at signing of the Contract.

B. 75 % (EUR XXX) of total price after the field work has been completed, the respective data have been delivered and the data has passed FTA’s quality acceptance. The payment period starts when a delivery or partial delivery, accepted by FTA, has been made and FTA has received the relevant invoice. This payment can be divided into smaller payments during the field work after acceptance of the partial data deliveries. The division should be made based on percentage of the agreed survey area, see the document invitation to tender 4.12.

C. 15 % (EUR XXX) of the total price after FTA has accepted the final delivery, see the document invitation to tender 4.12.

D. Prior to the advance payment (position A above), the contractor shall provide FTA an acceptable security. The security shall be valid until acceptance of final delivery, (position C above). If this delivery is delayed, the contractor shall extend the period of validity of the security provided. Securities accepted by FTA include a guarantee issued by a reputable and well-known bank or other type of security approved by FTA. See JYSE 2009 services article 12.

The tenderer shall submit information on the company concerning their registration and the fulfilment of statutory obligations in their EU/EEA country of operation.

The information/certificates shall not be older than 2 months, counting backwards from the date of submitting the tender:

a. Certificate of company registration by providing an extract/print from the registry of companies or respective document from the registry authority of the EU / EEA country.

b. Certificate that the tenderer has fulfilled its obligations relating to payment of social security contributions.

c. Certificate that the tenderer has fulfilled obligations relating to payment of taxes and VAT.

The tenderer or possible subcontractors shall not be part of any of the following in the last 5 years:

— the tenderer has been set to bankruptcy, or a court has set a composition or a court has set the tenderer into a loan rearrangement or streamlining,

— the tenderer has been summoned for the above mention procedure in a court of law,

— the tenderer has been placed into liquidation,

— the tenderer has a legal conviction of an illegal act related to his trade,

— the tenderer has in his trade been found guilty of breaching the rules of conduct.

The tenderer shall be credit worthy and provide a certificate of financial status, not older than 2 months, from the date of submitting the tender. The tenderer shall provide a certificate from UC, Dun & Bradstreet or other finance company. The credit rating, to be approved, shall be at least 3, when the rates are between 1 and 5 where 5 is the lowest risk.

If a tenderer cannot present the above required document, the Tenderer may prove their credit rating by other documents approved by the buyer. If a tenderer is relying on financial guarantee from a mother company such guarantee shall be given in writing from the mother company. The mother company’s name and registration number shall be clearly stated in the tender. Documented credit rating also for the mother company is also to be provided.

If satisfying documentation of credit rating isn’t provided the buyer has the right to ask a certified credit institute to prepare such certificate.
