The object of the contract is to provide TSE rapid test kits and necessary equipment for TSE testing to perform the national TSE testing of cattle, sheep and goats. The tests of healthy cattle are performed in three separate Evira laboratories in Helsinki, Kuopio and Seinäjoki. Fallen stock, sheep and goats are only tested in Helsinki. Evira requests Your tender for TSE-kits and testing equipment for testing cattle, sheep and goats.

The type of procedure is open. Thus, all participants are invited to submit a Tender. The division of Tender into lots or variants and partial tenders shall not be accepted. The minimum validity of the tender is four months after the deadline indicated for the submittal of tenders.

The procurement procedure shall take place in the following phases.
1. tenders submitted to Evira later than due time for submittal of tenders are excluded from the public procurement competition and after which evira assesses of the eligibility of all tenderers that have participated in the competition,
2. verification of conformance of tenders with the invitation to tender,
3. comparison of the most economical tender in terms of overall net price,
4. procurement decision and notification of procurement decision to participants in tender,
5. drawing and enclosing a contract with the winning participant in the public procurement,
Tenders that do not meet the requirements of the invitation to tender are excluded from procurement, if:
a) tender does not fulfil the formal requirements of the invitation to tender;
b) tender does not contain all the information asked in the invitation to tender;
c) tender does not fulfil the compulsory requirements of the invitation to tender.

A candidate or Tenderer who cannot be deemed to have the professional, economic or other prerequisites for implementing the procurement or who has neglected to pay taxes or statutory social contributions may be excluded from the public procurement competition.

The Tenderer is requested to submit the following documents:
1) An extract from the trade register or corresponding or equivalent information and;
2) The income statement and balance sheet for the previous financial period.
Vähimmäistaso(t):
In order to participate the TSE-test should be listed in Regulation EC No 956/2010 of 22.10.2010 amending regulation No 999/2001, Annex X, for rapid TSE-testing of bovines, ovines and caprines.
In addition the quality assurance system in place has been approved by the EU Community Reference Laboratory for TSEs and ensures that the test performance does not change.
The test must detect BSE, classical scrapie and atypical scrapie.
Minimum shelf-life of TSE-test kit is 6 months or more.
Besides the information requested in the first paragraph, the tenderer is requested to submit the following documents:
1) an extract from the trade register or corresponding and;
2) the income statement and balance sheet for the previous financial period.
Tekninen ja ammatillinen pätevyys:
1) Service contract of the TSE-testing equipment must include following aspects during the contract period.
— telephone support in English,
— commissioning help for equipment needed in test,
— repair costs of equipment including labour and travel expenses,
— replace parts for equipment,
— possibility to get substitute equipment to replace equipment damaged beyond repair without cost,
— maintenance visit and equipment calibration twice a year.
2) The guarantee of the TSE-testing equipment is 24 months (11 moment, JYSE 2009 Supplies).

A candidate or Tenderer who cannot be deemed to have the professional, economic or other prerequisites for implementing the procurement or who has neglected to pay taxes or statutory social contributions may be excluded from the public procurement competition.

Tärkeimmät rahoitusehdot ja maksujärjestelyt ja/tai viittaus niitä koskeviin säännöksiin:
Evira emphasises that all costs related to preparing and submitting the Tender and all costs related to the evaluation and contract negotiations shall be at the Tenderer’s own expense and risk, and no requirements related to these costs can be submitted to the Evira.

Should the procurement process be interrupted or cancelled at any time of the procurement process Evira has no obligation whatsoever to indemnify any of the costs caused to the Tenderers that participate in the public procurement competition.
