Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

A candidate or Tenderer who cannot be deemed to have the professional, economic or other prerequisites for implementing the procurement or who has neglected to pay taxes or statutory social contributions may be excluded from the public procurement competition.

The Tender has to fulfil the requirements of this Invitation to Tender.

The conditions for participation to the public procurement competition read as follows:

1) in order to participate, the Tenderer needs to have the GMP (Good Manufacturing Practice) certificate and a manufacturing authorisation for production of rabies bait vaccines approved by EU;

2) the vaccine has to fulfil the EU requirements for veterinary vaccines and has to have a full marketing authorisation, which is valid in Finland, for both raccoon dogs and foxes;

3) the expiry date of the vaccine has to be the December of the year from the date of delivery to Evira or later;

4) Finland applies Article 82 of veterinary medicines directive to live rabies vaccines thus the valid certificate should be provided for the batches;

5) besides the information requested in the previous paragraphs, the Tenderer is requested to submit the following documents:

1) an extract from the trade register or corresponding or equivalent information and;

2) the income statement and balance sheet for the previous financial period.

Tekninen ja ammatillinen pätevyys:

The Tender has to fulfil the requirements of this Invitation to Tender.

The conditions for participation to the public procurement competition read as follows:

Sopimuksen toteuttaminen
Vaadittavat vakuudet ja takuut:

An open procedure shall be used as the form of procurement and a notice of this procurement has been published on HILMA at: http://www.hankintailmoitukset.fi/fi/ on 14.12.2011 and on Evira´s internet pages at: http://www.evira.fi/portal/fi/evira/asiointi/tarjouspyynnot/.

The type of procedure is open. Thus, all participants are invited to submit a Tender. The division of Tender into lots or variants and partial tenders shall not be accepted. The minimum validity of the tender is 4 months after the deadline indicated for the submittal of tenders.

The procurement procedure shall take place in the following phases:

1. Tenders submitted to Evira later than due time for submittal of Tenders are excluded from the public procurement competition and after which Evira assesses of the eligibility of all Tenderers that have participated in the competition;

2. verification of conformance of Tenders with the Invitation to Tender;

3. comparison of the most economical Tender in terms of overall net price;

4. procurement decision and notification of procurement decision to participants in Tender;

5. drawing and enclosing a contract with the winning participant in the public procurement.

The Tenders that do not meet the requirements of the Invitation to Tender are excluded from procurement, if:

a) Tender does not fulfil the formal requirements of the Invitation to Tender;

b) Tender does not contain all the information asked in the Invitation to Tender;

c) Tender does not fulfil the compulsory requirements of the Invitation to Tender.
