In this Procurement an research grade XPS/ESCA device will be bought with suitable further surface chemistry analysis options included in the device. As part of this Procurement, a need has been identified for various other surface chemical analysis methods that could be utilised in the Procuring Entity's research and could be installed in the aforementioned XPS-system. As the specific research requirements in surface chemistry, materials science and biomedical needs are complex and multitudious and many of the additional methods are complementary or mutually exclusive as well as the available technical solutions differ between the manufacturers, the suggested XPS-system for the Procuring Entity's needs will be best met when discussed through Competetive Dialogue.
The Candidates must apply in writing for Request of Participation to be accepted for the Competetive Dialogue. The selection of qualifying candidates is made based on the selection criteria, that will be sent to all applicants after receiving their Request for Participation.

The participating Candidates must prove to the Contracting Entity that they will have at their disposal the resources necessary for performance of the contract. Technical and professional capacity of participants shall be evaluated and verified. This capacity shall be assessed with regard in particular to their know-how, efficiency, experience and reliability.

The Candidate must prove that their devices are suitable and technically capable of manufacturing high-quality surface chemistry and materials science analysis devices and that similar (to the scope of this Procurement) devices manufactured by the Candidate have been utilised in high-quality research. This can be shown by a list of scientific publications or application notes where similar devices manufactured by the candidate have been utilized.

Candidates have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 7 working days before the expiry of the standstill period.
During this period the unsuccessful Candidates can request further debriefing from the contracting authority before the contract is entered into.
