Quantum key delivery system
The purpose of this Invitation to participate is to request tenders on Quantum Key Delivery System (QKD System) based on DV-QKD technology (Discrete-Variable Quantum Key Distribution), including maintenance, training services.
The design, the production, the maintenance and all additional required services related to these QKD Systems must be located in the European Union (EU-27) or in the European Economic Area (EEA).
The Contracting Authority selects one (1) supplier for Quantum Key Delivery System and concludes a contract with the selected supplier.
The contract period is two (2) years. The contract can be extended on an annual basis. The customer notifies the use of the option 3 months prior to the intended activation of the option.
The contract period starts from the signing of the contract. Estimated starting time of the contract is October-November/2023.
In addition to the Contract will be to drawn up a Non-Disclosure Agreement.
The main goal of this tender is the implementation and support of a long-distance (Inter-City) Quantum Key Delivery Systems, the building and maintaining of QKD links to allow Suomen Erillisverkot to test and deploy a range of QKD solutions to our users.
This tender is written within the context of the Finnish EuroQCI project called NaQCI.fi. The goal of this project is “to introduce, evaluate and develop Quantum Communication Infrastructure (QCI) in Finland”. Finnish NaQCI.fi is a consortium of multiple experts on quantum technology, brought together to deploy the first quantum network for research in Finland.
The main goal of the NaQCI.fi project is to test and gain experience on QKD technology both for metropolitan and long-distance links in Finland. Short-range metropolitan links will be the natural starting point from a technical, logistic, and cost point of view but reaching a good level of experience with long-distance links will be key to the future deployment of the actual national QCI backbone. Testing activities will cover not only QKD devices, but also their integration with classical security components part of traditional communication networks. The target is thus to reach the technical knowledge, practical experience and know-how to build-up and maintain the first experimental QKD networks for public and governmental use and to demonstrate first pilot use cases on both types of links.
NaQCI.fi is a part of the EuroQCI initiative and is co-funded by the EU through the Digital Europe Program and the Finnish Ministry of Finance (Valtionvarainministeriö). More details can be found on NaQCI.fi
If Tenderer uses subcontractors, The subcontractors used to provide the services shall be listed in the Request to participate. The tenderer undertakes to take responsibility on all of the actions of the subcontractor as if it was conducted by the tenderer itself.
Named subcontractors are considered as the tenderer’s capacities. If the tenderer has invoked the resources of subcontractors on this form, the tenderer must commit to the condition that the subcontractors he has named in the offer are available for implementation of the acquisition, if the tenderer is selected.
